There is hereby established the Department of Public Works.

There is hereby established within the Department of Public Works, the following divisions:
a. 
Division of Streets.

The Director shall supervise the work of the Department and its divisions and shall be responsible for the proper and efficient conduct of all public works functions of the Borough. The department shall:
a. 
Be responsible for all matters relating to the construction, management, maintenance and operation of the physical properties of the Borough, other than office supplies, furniture and equipment.
b. 
Provide all mechanical services required by any department, office or agency of the Borough, except as otherwise directed by the Borough Council.

Within the Department of Public Works there shall be a Division of Streets, Parks and Public Property, the head of which shall be the Street Superintendent. Under the direction and supervision of the Street Superintendent, the Division shall:
a. 
Maintain and repair all Borough streets, bridges, culverts and drains.
b. 
Construct and reconstruct streets, roads, bridges, culverts and drains; treat road surfaces and resurface streets and roads according to such standards and schedules as directed or approved by the Borough Engineer.
c. 
Maintain all Borough streets in a clean and safe condition, free of obstruction and hazards, and remove snow and ice therefrom as required.
d. 
Provide, operate and maintain facilities for the collection and disposal of refuse and garbage at such times and in such manner as may be authorized by Borough ordinance.
e. 
Study problems of street traffic congestion and control and street lighting, and recommend to the Borough Engineer appropriate plans for street improvement and use to satisfy traffic requirements, in cooperation with the Chief of Police.
f. 
Install, repair and maintain street traffic signs, lines and markers, in cooperation with the Chief of Police.
g. 
Operate, maintain and repair Borough-owned buildings and properties and provide custodial and janitorial services therefor, including office quarters, waterfront property and all other real estate.
h. 
Trim, plan, care for and preserve public parks, greens, grounds and trees in the public way.
i. 
Maintain and repair playing fields and playgrounds and recreational areas and facilities as requested and pursuant to instructions of the Director of Recreation.

a. 
Within the Department of Public Works there shall be a Division of Marine Basin Operations. The Division shall maintain and operate the Belmar Marine Basin and surrounding bodies of water subject to the jurisdiction and control of the Borough.
b. 
The Division of Marine Basin Operations shall be under the supervision and control of the Superintendent of Public Works or his designee.
c. 
Duties. Under the supervision of the Superintendent of Public Works or his designee the Division shall:
1. 
Supervise and control the public and private use of the Marine Basin and surrounding waters subject to the jurisdiction of the Borough.
2. 
In cooperation with the Belmar Police Department and other appropriate agencies, enforce Federal, State and Borough laws, rules and regulations affecting the operation and use of the Marine Basin and surrounding waters.
3. 
In cooperation with the Division of Streets, Parks and Public Building Maintenance maintain and repair Borough owned buildings and property and provide custodial and janitorial services.
4. 
The Belmar Harbor Commission shall supervise and control the provisions of services and/or products for sale to the tenants, guests, invitees and general public visiting and using the facilities at the Marine Basin, including charging and collecting fees and charges for gas, diesel fuel, dockage, use of the public boat ramp, and other services and products provided by Borough ordinance.
5. 
Supervise and control boat traffic in the Marine Basin and surrounding waters subject to the jurisdiction of the Borough; and regulate and control dockage, storage, mooring and anchorage at the Marine Basin.
6. 
Take such action as deemed necessary for the general welfare, health and safety of the tenants, guests, invitees and general public, and for the preservation and protection of real and personal property at the Marine Basin and surrounding waters.
7. 
The Business Administrator shall be and is hereby authorized to execute Marine Basin leases and renewals of leases on behalf of the Borough, and issue seasonal ramp permits as provided for by Borough ordinance, and collect the fees due for same.
