It is determined by the Mayor and Borough Council that an outdoor summer basketball program is hereby approved as part of the Recreation Program and the following fees shall be charged participants:
League
Participation fee per team
Youth League (14, 15, 16 years old)
$425 per team, maximum 12 teams
High School Boy's League
$425 per team, maximum 8 teams
High School Girl's League
$425 per team, maximum 8 teams
NCAA Sanctioned Men's League
$800 per team, maximum 8 teams
NCAA Sanctioned Women's League
$450 per team, maximum 6 teams
Fastbreak Basketball Summer Camp per participant
$80 per person, maximum 70 participants

Pursuant to N.J.S.A. 40A:63-7, there is hereby created a Parks Commission.

a. 
The Parks Commission shall consist of five regular members, who shall be residents of the Borough of Belmar.
b. 
Beginning in the first January following the effective date of this Section 15-2 and thereafter, members shall be appointed annually to serve without compensation by the Mayor, with the advice and consent of the Borough Council. All members shall serve for three-year terms, except that the terms of the five members first appointed shall be as follows: (1) two members for three-year terms; (2) two members for two-year terms; and (3) one member for a one-year term, with annual appointments thereafter being made by the Mayor, with the advice and consent of the Borough Council, for three-year terms.
c. 
At the Parks Commission's first meeting of each year, the members shall elect a Parks Commission Chairperson. The Chairperson shall deliver all reports and recommendations of the Parks Commission to the Borough Council.
d. 
Any vacancy shall be filled by appointment of the Mayor, with the advice and consent of the Borough Council, for the unexpired term.

The Parks Commission's purpose shall be to assist the Borough Council in the design, development, planning, management and maintenance of the Borough's parks, and in the creation and maintenance of a balanced park system. To achieve this purpose, the Parks Commission shall have the following duties and responsibilities:
a. 
Review, offer comment and make recommendations on all development of the Borough's parks including but not limited to the design, location and placement of temporary and permanent structures, equipment, facilities, seating, playing fields, trees and other vegetation, pathways and roadways.
b. 
Review all park-related initiatives related to and offer comment on the balance between age and interest groups, active and passive park activities, design and other park-related issues.
c. 
Solicit volunteer help for Borough-sponsored and supported park and open space programs both by active participation and by enlisting others to serve.
d. 
Encourage and invite individuals and community groups to present ideas concerning the planning, management, operation and development of the Borough's existing parks and facilities.
e. 
Make recommendations for the development of existing and new parks and recreational facilities.
f. 
Review and, as necessary, make recommendations for changes to the rules, regulations and ordinances concerning the Borough's parks.
g. 
On or before December 1st of each year, prepare and present to the Borough Council proposals and/or recommendations for capital projects in the upcoming municipal budget for developing the Borough's parks and funding new and replacement park equipment and facilities.

Prior to making any park-related proposal to the Borough Council, any individual or group shall first seek the review, comment and recommendation of the Parks Commission. If the Parks Commission fails to review and offer comment or recommendation within 90 days of receiving said proposal, the individual or group may make the proposal directly to the Borough Council.

The Parks Commission shall be an advisory commission only. The Borough Council shall receive and consider recommendations of the Parks Commission but shall not be bound by any comments or recommendations.
