The Board of Aldermen of the City of Green Park hereby establishes two (2) programs to stimulate reinvestment and economic development within the City, which programs at a minimum shall have the following characteristics.

A. 
Goals.
1. 
Increase home ownership by making it more economically feasible for people to keep up their home.
2. 
Increase viability of owner-occupied dwellings.
3. 
Decrease code violations and unsightly properties.
B. 
Key Aspects.
1. 
City or homeowner determines that there is a code violation (or potential violation) or other maintenance need.
2. 
City provides reimbursement grant for certain home improvements or code violation abatement.
3. 
Work performed by private contractors.
4. 
City negotiates prices and creates pool of potential contractors.
C. 
Restrictions.
1. 
Owner must be Low to Moderate Income (LMI).
2. 
Single-family dwelling.
3. 
Dwelling must be owner occupied.
4. 
Cap on maximum grant.
5. 
Restrictions on how frequently used.

B. 
Key Aspects.
1. 
City would match down payment on a dollar-for-dollar basis.
2. 
Zero percent (0%) interest.
3. 
Lien on property to assure dwelling is owner occupied for at least five (5) years. If owner sells in less than five (5) years must repay full amount with interest.
C. 
Restrictions.
1. 
Cap on down payment match (cap to be set annually by the City Administrator but at no time shall it exceed five thousand dollars ($5,000.00) unless a higher cap is approved by the Board).
2. 
First-time home purchasers only.
3. 
Single-family dwellings only.
4. 
Dwelling must be owner occupied.

The Board of Aldermen of the City of Green Park hereby authorizes the City Administrator to develop specific parameters, processes and procedures for the Neighborhood Enhancement Program and the First-Time Homeowner Down Payment Assistance Program ("the Programs") established in Sections 515.020 through 515.030, above. The City Administrator is further authorized to consult with the City Attorney and such other consultants or professionals as may be needed to assist him/her in developing and implementing the Programs including all necessary forms, recordable instruments, documentation of secured interest and other legal documents.

The funding for the Programs shall be as appropriated annually by the Board during the budget process. As such, the Programs created hereby are subject to annual appropriation and the limits of any annual appropriation which shall be at the sole discretion of the Board. Nothing herein shall obligate the City to appropriate funds for the Programs nor create any individual right to grants or the Programs by members of the public. The Board reserves the right to suspend or terminate the Programs at any time for any reason.
