A.
This article is adopted with the intent to regulate peddling, soliciting and canvassing and related activities within the Township of Wayne by means of person to person contact or by placing unsolicited material on real property and the registration of individuals and organizations engaged in such activities is hereby deemed to be necessary so that the identity of persons going from door-to-door or soliciting within the municipality may be established; so that general regulations may be more effectively enforced for the protection and maintenance of the health, safety and welfare of the inhabitants of the Township; and to prevent dishonest business practices and fraudulent solicitation of funds.
B.
Exemptions. Exemptions from permit requirements only.
(1)
Any person engaged in the delivery of goods, wares or merchandise or other articles or things, in the regular course of business, to the premises of persons ordering or entitled to receive them.
(2)
Any person holding a license, permit or certificate issued by any department, board, commission or other agency of the County or of this State to engage in the pursuit of his/her business in the Township; provided, however, that such employee shall carry and display, upon request, such identification badge or card issued by his/her employer.
(3)
Any person who has been honorably discharged or discharged under honorable conditions from the active military service of the United States who is a resident of this State or an exempt member of a volunteer fire department, volunteer fire engine, hook and ladder, hose, supply company or salvage corps who holds an exemption certificate issued to him/her as an exempt member of any such department, company or corps and who is a resident of this state possessing a peddler's license issued in conformity with N.J.S.A. 45:24-9 and 45:24-10.

Any person engaged in political campaigning.
(5)
Any person engaged in noncommercial canvassing or communication.
