A. 
Each department shall be headed by a director, who shall be appointed by the Mayor with the advice and consent of the Council. Each department head shall serve during the term of office of the Mayor appointing him and until the appointment and qualification of his successor. Whenever a vacancy exists because the Mayor has not filled the directorship on an interim or permanent basis, the Mayor shall serve in that capacity until the appointment is made and approved by the Council.
B. 
The Mayor may, in his discretion, remove the Administrator or any department head after notice and an opportunity to be heard. Prior to removing a department head, the Mayor shall first file written notice of his intention with the Council, and such removal shall become effective on the 20th day after the filing of such notice unless the Council shall prior thereto have adopted a resolution, by a two-thirds vote of the whole number of the Council, disapproving the removal.
Each department head shall:
A. 
Appoint and, with the approval of the Mayor, remove or suspend subordinate officers and employees within his department.
B. 
Direct and supervise the work of the department and its employees.
C. 
Assign functions, powers and duties to subordinate officers and employees within the department and modify such assignments as need appears.
D. 
Delegate to division heads such of his powers as he may deem necessary for efficient administration.
E. 
Establish written rules and regulations pertaining to his department, approved by the Business Administrator and signed by the Mayor. In the case of personnel rules and regulations, a written copy of the rules and regulations shall be distributed to the personnel of the department affected thereby and shall be posted in the office of the department director.
F. 
Report at least annually to the Mayor and Council, in such form as shall be approved by the Mayor, on the work of the department during the preceding year.
