[1971 Code § BH4-1]
A code regulating the installation, maintenance, repair and control of the plumbing of buildings and the connection thereof with outside sewers, septic tanks, cesspools or other receptacles, regulating the practice of plumbing and the issuance of licenses to practice plumbing, is hereby established pursuant to the provisions of Chapter 275, P.L. of 1948. A copy of the code is annexed hereto and made a part hereof without the inclusion of the text thereof herein.

The code established and adopted by this chapter is described and commonly known as the New Jersey Plumbing Code and Revisions dated July 1, 1970 and September 29, 1971. Three copies of the code have been placed on file in the offices of the Secretary of the Board of Health and the Township Clerk and will remain on file in such offices for the use and examination of the public.

Section 3.4 of the New Jersey Plumbing Code "Standards for plumbing materials" is hereby amended by the addition of wrought iron pipe standards for its use according to ASTM A72-63T and F.S. WW-P441b1953.
Section 5.2.1 of the New Jersey Plumbing Code "Types and sizes of traps and fixture drains" is hereby amended to read as follows: "A trap shall be of the same nominal size as the fixture to which it is connected. All fixture traps and closet bends to be concealed shall be of metal."
Section 9.1.1 of the New Jersey Plumbing Code "Soil and waste pipe-material" is hereby amended by the deletion of the following sentence: "The use of A.B.S. or P.V.C. plastic pipe is limited to buildings of three stories or less in height, measured from the lowest finished flooring or floor slab, unless otherwise approved by the Administrative Authority."
Sections 9.3.1-a and b of the New Jersey Plumbing Code "Fixtures" are hereby amended by the addition of type 'L' copper or its equivalent as an approved material.
Section 8.6.1 of the New Jersey Plumbing Code "Water Service Pipe" is hereby amended and supplemented to read as follows: "Every building for human occupancy or habitation shall have a separate water service. If copper tubing is used, it shall be no lighter than type 'k' or type 'l'."
Section 9.1.5 of the New Jersey Plumbing Code "Soil and waste pipe-material" is hereby amended by the deletion of the phrase "Or in this code, whichever is more restrictive."
Section 9.2.3 of the New Jersey Plumbing Code is hereby amended and supplemented to read as follows: "Pipes passing through foundation walls shall be sleeved as necessary for passage of piping. Sleeves shall be standard weight type of sufficient size to permit one-half inch clearance all around. Sleeves shall be flush with walls. In exterior walls annular space between sleeves and pipes shall be filled or tightly caulked with coal tar or asphaltum compound, lead or other approved materials. In all fire walls the annular space between sleeve and pipes and fire stopped with an acceptable, noncombustible filler."
Section 6.2.2 of the New Jersey Plumbing Code "Horizontal piping" is hereby amended and supplemented to read as follows: "Horizontal A.B.S. or P.V.C. plastic pipe (flexible) shall be supported on continuous metal or wood strips for entire length. Horizontal A.B.S. or P.V.C. plastic piping (rigid schedule 40) shall be supported at intervals not to exceed four feet.
Section 3.4 of the New Jersey Plumbing Code "Standards for plumbing materials" is hereby deleted in its entirety and replaced by Section P.404.1 of the 1970 B.O.C.A. Basic Plumbing Code, three copies of which shall be on file with the Township Clerk and three copies with the Building Inspector of the Township.
Section E900 of the Standard Building Code of New Jersey entitled "Soil and Waste Pipe" and more specifically paragraph 9.1.1 is hereby deleted and amended and supplemented to read as follow: "9.1.1 Soil and Waste piping for drainage systems within a building shall be of extra heavy cast iron, unless the use of service weight cast iron is approved by the Administrative Authority, galvanized wrought iron, galvanized steel, brass, type M copper, class D lead, ABS Schedule 40 DWV, acrylonitrile-butadiene-styrene (P.V.C.). The pipe and the fittings for each type of pipe shall comply with the specifications as given in Section E300 Table 3-4."
In addition, Section E1000 of the Standard Building Code of New Jersey entitled "Storm Drains" and more specifically paragraphs 10.2.1 and 10.2.4 shall be amended and supplemented to read as follows: "10.2.1 Leaders installed within a building, or run in a vent or pipe shaft, may be of cast iron, galvanized steel, galvanized wrought iron, cement-lined ferrous pipe, brass, copper, lead, acrylonitrile-butadiene-styrene (ABS) or polyvinyl chloride (PVC) complying with the specifications given in Section E3000 Table 3.4 or as accepted by the Administrative Authority" and "10.2.4 Building storm sewers may be made of vitrified-clay, asbestos, cement, bituminized fiber, cast iron, brass, copper, coal tar enamel-protected coated and lined wrought iron pipe or steel, acrylonitrile-butadiene-styrene (ABS), polyvinyl chloride (PVC) complying with specifications as given in Table 3.4 or as accepted by the Administrative Authority. Threaded joints shall be coated and wrapped after inspection."
In connection with the provisions of this chapter and the code hereby established and adopted, the following fees shall be charged:
[1971 Code § BH4-4.1]
Every person engaged in the plumbing business in the Township as a master plumber, except those holding a valid N.J. State Master Plumber's License, shall appear in person before the examining board established by the plumbing code adopted by this chapter and submit to examination by the board in accordance to the rules and regulations thereof. A fee of $10 shall be paid by each applicant prior to being admitted to taking the plumbing examination. If such person shall satisfactorily comply with the requirements of the examining board, a master plumber's license shall be issued to him upon payment by him of a license fee in the sum of $100. The master plumber's license shall be renewed annually on January 1 upon payment to the Township Health Officer of an annual renewal fee of $25. The license shall expire annually on December 31.

When the plan of any plumbing or drainage system is filed with the Plumbing Inspector, a fee of $10 shall be paid for a permit to install any plumbing for one fixture up to six fixtures, and a fee of one ($1.00) dollar shall be paid for each fixture over six fixtures.
An additional inspection fee of $5 shall be paid for each reinspection of plumbing work caused by the failure of the licensee or persons working under his direction and control to comply with the provisions of the code or provisions of the permit issued.

Where it shall become necessary for the Plumbing Inspector to inspect any service connecting the sewer of any house or other building into the street sewer, or septic tank, the application shall be specified at the time that a permit is applied for, and a fee in the sum of $5 shall be paid before the permit shall be issued.
No plastic pipe shall be used for water services connections to or in any building in the Township.

Where it shall be necessary for a water service pipe to be installed or replaced a permit shall be required. There shall be no fee for the permit, but inspection upon completion must be obtained by the one responsible for making the installation or to whom the permit is issued.
[1971 Code § BH4-4.5]
For the replacement of a plumbing fixture, or fixtures, a permit shall be obtained. No fee shall be charged for the permit, but inspection upon completion shall be obtained by the one responsible for making the installation or to whom the permit is issued.
[1971 Code § 4-4.6]
Where it shall be necessary to install or replace any domestic hot water heater or domestic water heating device, a permit shall be obtained. No fee shall be charged for the permit, but inspection upon completion shall be obtained by the one responsible for making the installation or to whom the permit is issued.

Violation of BH4-4.4 through BH4-4.6 above shall be punished by a fine of not less than $25 or more than $200 for each offense.
[1971 Code § BH4-5.1]
a. 
A permit must be obtained for any installation or replacement of gas piping for residential or commercial use, except for installation of an appliance to gas piping previously installed by a plumber, public utility or dealer in such appliances. In the event that installation of the appliance requires additional piping or replacement of piping, then such permit must be obtained.
b. 
The permit shall be issued by the Plumbing Inspector on behalf of the Board of Health to a plumber qualified as hereinafter set forth upon payment of a fee of $5 for a piping system containing one to six gas outlets with the additional fee of fifty ($.50) cents per outlet for all outlets in excess of six outlets.
The permit fee shall entitle the permittee to an inspection of the installation upon completion without additional charge. Should the installation be incomplete or not made according to the standards for such installation then a reinspection shall be required. An additional fee of $5 shall be paid for each reinspection.

a. 
No permit shall be issued for installation of gas piping except to a master plumber.
b. 
Plans and specifications of proposed gas piping installations must be presented together with the application for a permit for gas piping installation. The plans and specifications shall show a drawing diagram of the layout of the entire installation including the size of gas piping, length of pipe, the location of connections to the main, location of all shutoffs, all risers, traps and the location of connection to appliances. The specifications shall include a statement of the kind of pipe and connections to be used, the type of valves, gauges, controls or other devices used to regulate pressure or flow of gas in the system and the pressures at source and at all control points throughout the system, and such other requirements as may be set forth in the standards additionally required in this chapter.
c. 
No gas installation hereinafter installed nor gas installation which is replaced in whole or part or to which an addition is made shall hereinafter be installed, replaced or added without a permit and no such system or installation shall be placed in use without first obtaining a certification of approval from the Plumbing Inspector of the Township.
d. 
A gas piping installation is hereby defined to mean the installation of gas piping from the outlet side of the gas meter of a metered public utility system or from the gas tank meter of a bottled gas tank system to the connection of the gas appliance or if no gas appliance to the terminus of the gas line.

a. 
All gas piping installation, including replacement of or addition to existing piping installations shall hereinafter be installed according to the standards set forth in "American Standards for Installation of Gas Appliances and Gas Piping (1964)" as approved by the American Standards Association Incorporated September 18, 1964; the standards being set forth in that certain code of standards numbered, Z21.30-1964.
b. 
The code Z21.30-1964 American Standards for Installation of Gas Appliances and Gas Piping is hereby adopted by reference thereto by annexation of a copy of the code to this chapter and by inclusion herein by reference thereto pursuant to the provisions of Chapter 275 of the Public Laws of 1918.
A copy of this code is annexed hereto and made a part hereof without the inclusion of the text thereof herein.
c. 
Three copies of the code Z21.30-1964 American Standards for Installation of Gas Appliances and Gas Piping similarly marked have been placed on file in the office of the Township Clerk and will remain on file in such office for the use and examination of the public.
