There shall be a Director of Public Works. The Director of Public
Works shall be appointed by the Township Committee.
a. Qualifications. The Director of Public Works shall be qualified by
education, training and experience to perform the duties of office
as hereinafter set forth. Prior to his appointment he shall have secured
and be the holder of all necessary licenses, certificates and permits
required by State law, and during his tenure of office he shall continue
to hold such permits, licenses and certificates.
b. Supervision. He shall be under the direct supervision of the Municipal
Manager.

The Superintendent of Public Works shall:
a. Set up and maintain adequate inventory and control thereof of all
materials and supplies needed for the maintenance and repair of all
public works under his supervision.
b. Submit to the Township Committee through the Manager a monthly report
of all work performed and services furnished as well as inspections
made during the previous month.
c. Submit to the Manager his recommendations for budget appropriations
for the ensuing year.
d. Recommend for approval the expenditure of all funds by voucher chargeable
against the public works budget.
e. Inspect or be responsible for the inspection of all storm sewer lines
in the Township either individually or in conjunction with other designated
officials.
f. Receive all complaints from residents and taxpayers of the Township
relating to the operations under his jurisdiction, and investigate
and take the appropriate action, and report the results to the Manager.
g. Attend Township Committee meetings when required.
h. Supervise the operation, maintenance and repair of any Township equipment
used in the performance of the work assigned to him.
i. Set up and maintain all necessary books, records, field notes, maps,
surveys and similar records necessary to perform the duties of his
office and turn over all records to any successor or the Township
upon termination of employment.
j. Recommend to the Manager the need for any repairs and replacements
to Township owned equipment, structures, buildings or grounds.
k. Supervise the work performance of any personnel assigned to his Department
or jurisdiction.

The Department of Public Works, through the Director of Public
Works, shall take charge and be responsible for the construction,
operation and maintenance of the Lakewood Community Center, all parks
and recreational facilities, storm sewers, cutting of brush, mowing
of grass, removal of snow, maintenance of pipes, valves and pumps
in pump station, cleaning of ditches and the care of other public
works in the Township subject to the orders and directions of the
Township committee.

The Township Committee shall by resolution make the rules and
regulations necessary for the proper regulation of the Department
of Public Works and when they are adopted by the Township Committee,
they shall be known as the Rules and Regulations for the Governing
of the Department of Public Works and shall be binding on each member
of the Department.
