Monuments and markers must be placed so that the scored or marked point coincides exactly with the point of intersection of the lines be monumented. They must be set so that the top of the monument or marker is level with the finished grade of the surrounding ground. Monuments must be marked on the top with a copper or brass plate or steel dowel set in concrete.

Monuments shall be six inches square or four inches in diameter, 30 inches long and constructed of concrete, stone or by setting a four-inch-diameter cast-iron or steel pipe filled with concrete; or a marker, as specified in this chapter, placed in a four-inch plastic pipe filled with concrete.
