The Town Board hereby determines that it is in the interest of the Town of Hillsdale to establish a Conservation Advisory Council to the Town.

There is hereby established a Conservation Advisory Council for the Town of Hillsdale consisting of five members to be appointed by the Town Board, all of whom shall reside within the Town of Hillsdale. Members of the Conservation Advisory Council shall serve without compensation and at the pleasure of the Town Board for a term not exceeding two years.
A.
The purpose of the Conservation Advisory Council shall be to make advisory recommendations to the Town Planning Board, Town Zoning Board of Appeals, and the Town Board on all matters which are specifically referred to it by such Boards with respect to environmental considerations involved in applications or proposed actions pending before such referring Boards of the Town.
B.
Unless specifically authorized by the Chairman of the referring Board, the Conservation Advisory Council shall not contact state, federal, county, or other local agencies with respect to matters which have been referred to the Council, nor shall the Council hold itself out to be a separate independent board representing the Town of Hillsdale.
The Town Board may appropriate money for the use of the Conservation Advisory Council in the furtherance of its duties and activities as authorized above, provided further that all expenditures of Town monies will be within the appropriations so provided.
Pursuant to the power granted in the Municipal Home Rule Law, this chapter supersedes all provisions of Article 12F of the General Municipal Law and any other laws or regulations of the State of New York or the Town of Hillsdale to the extent necessary to give this chapter full force and effect.
