Within 12 months after receiving approval of the preliminary plan by the City Council, there shall be submitted to the Administrator, by the subdivider, four copies of the engineering plans and specifications as required in § 230-20 through § 230-29 of this article. The Administrator shall immediately refer two copies to the Planning and Zoning Board and two copies to the Mayor and shall notify the City Council of this action at the next regular City Council meeting. In the event of a special problem, the Planning and Zoning Board shall notify the owner or subdivider of the time and place at which he shall be afforded an opportunity to be heard. The Planning and Zoning Board shall make its recommendation to the City Council within 45 days after receipt of the engineering drawings and specifications. In the event of disapproval of the engineering plans and specifications by the Planning and Zoning Board, the same shall be immediately returned so marked to the Administrator for return to the subdivider and may be refiled with the Administrator after necessary revisions are made.
