No person shall carry on the business of auctioneer or sell or offer for sale for any person or for himself at auction sale any real or personal property within the limits of the City without first obtaining an auctioneer's license.

No person shall hold a public auction using any noise producing or amplifying sound for the purpose of advertising or attracting attention to an auction sale and no such device shall be used at an outdoor auction site after 10:00 p.m.
