There is created, in and for the city, the Development and Neighborhood Services Department (DNSD).

The Development and Neighborhood Services Department shall be responsible for and focus on developing, preserving and enhancing Davenport neighborhoods:
A. 
By building community partnerships;
B. 
Coordinating efforts with all other City departments, and particularly with the Police Department, Department of Community and Economic Development, Public Works Department, Legal Department, and administration;
C. 
Enforcing the City's building, housing, rental, zoning, nuisance, noise, parking and solid waste laws and regulations and any other civil code provision designated by the City Administrator;
D. 
Administering development, planning and zoning functions other than long-range planning; and
E. 
Administering the applicable building codes.

There is created the position of Development and Neighborhood Services Director who shall be appointed by and removed by the City Administrator. The DNSD Director shall report to and be directed by the City Administrator or the Administrator's designee.

The DNSD Director shall receive as compensation such salary as the City Administrator shall from time to time determine, subject to the budgetary approval of the City Council.

Subject to the policy directives of the City Administrator or her designee, the DNSD Director:
A. 
Supervises and directs all employees of the Department;
B. 
Participates in multidepartmental, community, and ward meetings related to the mission of the Department;
C. 
Meets with various City department heads and other employees to assist in the furtherance of City goals;
D. 
Works to assemble information, technology hardware, software, and support needs for the Department;
E. 
Analyzes complex neighborhood issues and chronic problem properties to develop solutions;
F. 
Ensures the consistent and effective enforcement;
G. 
Compiles and reviews records to determine Department productivity, quality of output and cost of service. Develops methods to continually improve results;
H. 
Exercises all powers and duties set forth by statute or ordinance and such other authority as may be granted by the City Council relating but not limited to the building and zoning codes and other codes assigned as a responsibility of the Department;
I. 
Advises on all matters affecting the physical growth and development of the City when requested or required to do so;
J. 
Provides staff services for the City and for various boards, agencies and commissions on such matters relating to the purposes, responsibilities and duties of the department;
K. 
Conducts civil enforcement of City Code violations;
L. 
Administers, enforces and collects the fees authorized by Division 6 of the State of Iowa Building Code, relating to factory-built structures, and as it may from time to time be amended, to the extent authorized by the State Building Code Commissioner;
M. 
Administers and enforces Division 7 of the State of Iowa Building Code, relating to handicapped rules and regulations, as it may from time to time be amended;
N. 
Shall serve as or designate a chief building official and a development and planning administrator (a/k/a zoning administrator);
O. 
Continues to stay abreast of the best practices for enhancing and preserving neighborhoods; and
P. 
Perform such other duties as the City Administrator or the Administrator's designee may require.
