There is established a police department of the City consisting of a chief and ranks of major, captain, lieutenant, sergeant and corporal and such other police officers and staff as are necessary for the efficient operation of the department and as are from time to time authorized and provided for by the City Council in budget appropriations.

A. 
The chief of police shall be appointed and removed in the same manner as other department directors as set forth in the City code Section 2.30.080.
B. 
All other police officers shall be appointed by the chief of police and all said officers shall be subject to removal for misconduct or failure to perform their duties. The chief may make orders and prescribe general rules for the government and conduct of the members of the police department. These rules and orders and orders of superiors in rank shall be observed by all subordinates.

A. 
It shall be the duty of the chief of police to cause the public peace to be preserved, and to see that all of the laws and ordinances are enforced; and whenever any violation thereof shall come to his knowledge, or be reported to him, he shall cause the requisite complaint to be made, and see that the evidence is procured for the successful prosecution of the offender or offenders. He and his subordinates shall obey all such police rules as may be established for the regulation of the police department and shall (in subordination to the Mayor) in case of riot, tumult, insurrection or threatening thereof, take command, in person, of the police officers, and direct their movements and operations in discharge of their duties. He shall be responsible for the efficiency, general conduct, and good order of his department.
B. 
The chief of police shall be held responsible for the preservation of the public peace and the protection of life and property in the City, and he is invested with the power to post police officers under his command in such parts of the City and assign them to such duties within the City as he may deem appropriate to carry out his responsibilities. In addition thereto, subject to the approval of the Mayor, the chief of police may assign police officers to duties or to inter-City units for duties outside the City as he may deem appropriate for carrying out his mission as described in Section 2.42.030.
C. 
The chief of police shall have the full power and authority to assign any member of the police department to such duties as in his judgment are in the interest of the public welfare and the good of the department.

The chief of police or some member of the police department designated by him shall be sergeant-at-arms of the City Council, and as such, shall attend its meetings, keep order, and promptly serve all notices or orders required of him by the Mayor, Council or any of the committees of the Council.

City police officers performing their duties outside the corporate limits of the City, by order of their superiors, are granted the same benefits and the same indemnity protection as to claims by third parties that they would otherwise be entitled to if such duties were performed within the corporate limits of the City.

When a police officer of the first grade resigns from the police department, he shall, upon reappointment in the department, serve for one year as a policeman of the second grade at the salary provided for policemen of the second grade, and thereafter shall be eligible to promotion as a policeman of the first grade.

Any police officer who neglects or refuses to perform any duty required of him by the ordinances of this City, or the orders made to or rules prescribed for him, or who, in the discharge of his official duties, is guilty of any fraud, extortion, oppression, favoritism, partiality, bribery, or willful wrong or injustice, shall be guilty of a simple misdemeanor, and pay a fine not exceeding $100 and costs of prosecution, or may be imprisoned in jail not exceeding 30 days.
