Whenever any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle I of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.

Whenever certain hours are named in this chapter, they shall mean either Eastern Standard Time or Eastern Daylight Saving Time as may be in current use in the Borough.

The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in R. S. 39:4-138, any other New Jersey statute or as hereinafter provided.

a.ย 
Upon the declaration of an emergency, or during parades, house tours, or other similar events which are likely to generate substantial parking problems, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency or anticipated substantial parking problem and to direct the posting of EMERGENCY NO PARKING signs when the conditions enumerated above or when weather conditions, accidents, fire or public celebration, dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

Any unoccupied vehicle parking or standing in violation of this section shall be deemed a nuisance and menace to the safe and proper regulations of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicles.

The effectiveness of this subsection is contingent upon the signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I of Chapter 7A.

No person or company shall park a vehicle or dumpster of any type between the hours specified in Schedule II of any day upon any of the streets, or parts of streets, or municipal parking lots described in Schedule II of Chapter 7A.

No person shall park a commercial truck, tractor or trailer between the hours specified in Schedule IIA of any day upon any of the streets or parts of streets described in Schedule IIA of Chapter 7A. Commercial truck shall be any truck weighing over 17,500 pounds.

No person shall park any recreational or commercial boat or boat trailer and recreational watercraft or recreational watercraft trailer between the hours of 10:00 p.m. and 5 a.m. on any day upon any of the streets or parts of streets in the Borough of Rumson.

No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III of Chapter 7A.

No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Saturdays, Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter. No person shall park a vehicle for longer than the time limit shown in Schedule IVA upon any of the Municipal parking lots of the Borough as described in Schedule IVA of Chapter 7A.

Parking in the lot adjacent to the Rumson Fire Company is hereby prohibited except for vehicles bearing the proper identification decal, as described in Schedule IA of Chapter 7A.
Parking of vehicles in the municipal lot adjacent to the Rumson Fire Company Lot should be at a 90 degree angle. The stalls shall be painted white and be a minimum of nine feet in width.

Parking Limited to Rumson Fire Department Members Only. Parking in the following described areas is limited to Rumson Fire Department members only:
1.ย 
One space 25 feet north of the north edge of the driveway at the Oceanic Fire House on the east side of Allen Street;
2.ย 
Two spaces 50 feet south of the south edge of the driveway at the Oceanic Fire House on the east side of Allen Street.

Parking on the south side of Wilson Circle from East River Road to a point 230 feet east thereof is hereby prohibited except for members of the Rumson Emergency Medical Services (EMS). All such vehicles shall bear a proper identification decal, indicating that it is a vehicle of a member of Rumson EMS.

Definitions. The following definitions shall apply to the provisions of Subsection 7-3.9:
HANDICAPPED PARKING SPACES
Shall mean parking spaces on the street or within a parking yard or parking place which are open to the public or to which the public is invited, whether maintained or operated separately or in conjunction with any business enterprise, and which is designated by suitable signs as being reserved for parking by a handicapped person only and which has been approved by the Planning Board of the Borough of Rumson.
HANDICAPPED PERSON
Shall mean any person who qualifies under the provision of N.J.S.A. 39:204 and who possesses a special vehicle identification by the State of New Jersey Motor Vehicle Commission, pursuant to N.J.S.A. 39:4-205, or by a similar body in another state when such motor vehicle is properly identified pursuant to N.J.S.A. 39:4-206 by a registration plate bearing the national wheelchair symbol, or properly identified pursuant to the laws of another state, or displaying a temporary handicapped placard issued by the Chief of Police.

It shall be unlawful for any person to park, stop or stand a motor vehicle in any parking space designated for the exclusive use of handicapped persons, unless such person is a handicapped person or is transporting a handicapped person and is utilizing the handicapped parking space for the benefit of such handicapped person.

In accordance with the provisions of N.J.S.A. 39:4-107, 39:4-202, 39:4-183.27 and 30:4-198, on-street locations as shown in Schedule IB of Chapter 7A, Subsection 7-3.9 of Chapter 7, are designated as handicapped parking spaces. Such spaces are for use by persons who have been issued special identification cards for plates or placards by the State of New Jersey Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these spaces.

Any person(s), firm(s), or corporation(s) who violates or neglects to comply with any provisions of ยง 7-3, Parking or any rule or regulation promulgated pursuant thereto, shall be subject to a penalty of $40.

Trucks over four tons gross weight are hereby excluded from the streets or parts of streets described in Schedule V except for the pickup and delivery of materials on such streets. Schedule V being in Chapter 7A.

The streets or parts of streets described in Schedule VI of Chapter 7A are hereby designated as one-way streets in the direction indicated.

Pursuant to the provisions of R.S. 39:4-140, the streets or parts of streets described in Schedule VII of Chapter 7A are hereby designated as Through Streets. STOP signs shall be installed on the near right side of each street intersecting the Through Street except where YIELD signs are provided for in the designations.

Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule VIII and VIIIA of Chapter 7A are hereby designated as Stop Intersections. STOP signs shall be installed as provided therein.

Pursuant to the provisions of R.S. 39:4-140, the intersections described in Schedule IX of Chapter 7A are hereby designated as Yield Intersections. YIELD signs shall be installed as provided therein.

The locations described in Schedule X of Chapter 7A are hereby designated as Loading Zones.

The locations described in Schedule XI of Chapter 7A are hereby designated as Taxi Stands.

The locations described in Schedule XII of Chapter 7A are hereby designated as Bus Stops. No vehicle other than an omnibus, picking up or discharging passengers, shall be permitted to occupy the location between the hours and days indicated.

No person shall make a left turn at any of the locations described in Schedule XIII of Chapter 7A.

No person shall make a U-Turn or a K-Turn at any of the locations described in Schedule XIV of Chapter 7A.

The streets or parts of streets described in Schedule XVI of Chapter 7A shall have the speed limits designated in such schedule. All other Borough streets not listed in Schedule XVI shall be 25 miles per hour one way, both directions.
Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits as authorized by the Department of Transportation.

Any person(s), firm(s), or corporation(s) who violates or neglects to comply with any provisions of this section or any rule or regulation promulgated pursuant thereto, shall be subject to the penalty as stated in Chapter 3, ยง 3-1.
