Whoever continues to stand, sit or loiter in, on or about any street, sidewalk or any public place so as to obstruct the free passage of travelers or vehicles thereon, after being directed by a police officer to move on or disperse, shall be punished by a fine not exceeding $300.
It shall be the duty of any police officer of the Town to order any person, so acting as to obstruct the free passage of travelers or vehicles, to move on and disperse and, if the person so ordered does not forthwith obey, to remove such person or to arrest and cause such person to be brought before a Justice of the Third District Court of Southern Worcester County, upon a complaint made for violation of the provision of the preceding § 189-1.
