The Recreation Advisory Council operates under Section
2-61 establishing the Council, prescribing its membership and assigning to it certain powers and functions.

Library services shall be provided the citizens of the Township
at facilities owned by the Township and operated by the Monmouth County
Library Commission.

a. Supervision, Maintenance and Operation. Overall budgetary jurisdiction
and control shall be in the Township Committee assisted by the Director
of Parks and Recreation and the Tennis Committee. The operating agency
for the Center shall be known as the Tennis Committee (Committee).
The Committee shall be made up of not more than five residents of
the Township appointed as of January 1 of each year by the Township
Committee, and shall be a recommendatory agency of the Township which
shall meet monthly and make recommendations dealing with all aspects
of operation of the Center, including employment of personnel, use
of facilities, maintenance, repair, fees and charges. All budget items,
contracts and permissions for expenditures and income, if not previously
provided for by the ordinance, or in an amendment or supplement thereto,
shall be determined by the Township Committee. All employees of the
Center hired by the Township Committee shall be considered temporary
employees, and they shall be subject to General Department of Personnel
Rules and Regulations, and the General Policies of the Township. All
payments for salaries shall be in accordance with the Salary Ordinance
of the Township, and all payments for goods and services shall be
upon voucher to the Township Committee. All income shall be promptly
deposited in properly established accounts in the name of the Township
of Holmdel.
b. The Director of Parks and Recreation shall be responsible for all
preparations necessary for proper and timely opening of all facilities
for the season. He/she shall be a person who is qualified for such
employment by education and training. The Director of Parks and Recreation
shall be responsible for the day-to-day operations of all facilities.
He/she shall see to it that all facilities are well maintained, clean
and safe. He/she shall see to it that all personnel are trained in
their jobs and that they all render courteous, efficient and proper
service to all members and guests.
c. The Tennis Committee, subject to budgetary limitations, shall annually
recommend to the Township Committee for approval such other personnel
as may be necessary to operate the facility, including any workers
that the Committee may deem necessary.
d. The Recreation Director shall be responsible for planning, organizing,
coordinating parks and recreation programs and other related duties
as required as outlined in the New Jersey Department of Personnel
Job Specification 01652.

(swim pool account).
c. The Pool Advisory Committee, subject to budget limitations, shall
annually recommend to the Township Committee for approval such other
personnel as may be necessary to operate the facilities, including
qualified lifeguards, instructors, maintenance and gate personnel,
snack bar manager and attendants and recreation counselors and any
other workers that the Committee may deem necessary.
