No person shall deposit, throw, spill or dump any building material, poles, lumber, brick, stone, tile, sand, mulch, pipe or any substance, matter or thing whatsoever on public property, or cause the same to be done, without first having obtained permission therefor from the Chief of Police. Each day that such an encumbrance or obstruction shall remain after notice to remove the same shall constitute a separate offense.
A. 
No person shall negligently or willfully break, injure or destroy any curb, gutter, crosswalk, bridge, bluestone or concrete sidewalks set or fixed in any public street, sidewalk or place in the Borough of North Caldwell.
B. 
Repair of defective sidewalks, notification requirements and standards shall be as provided in Chapter 77, Property Maintenance, Section 77-18, Repair of defective sidewalks.
C. 
All construction work for sidewalks and sidewalk repair shall be done under the supervision of the Borough Engineer and pursuant to the specifications promulgated by and on file with the Borough Engineer.
No person shall erect, construct or maintain any stoop, step, platform, window, cellar door, area, descent into a cellar or basement, bridge, sign or any post or erection or any projection or otherwise in, over or upon any street or avenue in the Borough of North Caldwell.

Any person violating any of the provisions of this article shall, upon conviction, be liable to the penalties in Chapter 1, Article II General Penalty, Section 1-5, et seq., in the discretion of the Municipal Court Judge.
