Words and phrases used in this Chapter shall be the meanings ascribed to them by N.J.S.A. 39:1-1.

Whenever certain hours are named in this Chapter, they shall mean either Eastern Standard Time or Eastern Daylight Saving Time as may be in current use in the Borough.

The provisions of this Chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
a. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, fires or construction, public celebrations or gatherings dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
b. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall assume the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
c. 
The effectiveness of this subsection is contingent upon the signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I which can be found in Chapter 7A.

No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II which can be found in Chapter 7A. A fine not to exceed $30 shall be imposed for violations to this subsection.

No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV which can be found in Chapter 7A.

b.

The streets or parts of streets described in Schedule VI which can be found in Chapter 7A are hereby designated as one-way streets in the direction indicated.

In accordance with the provisions of subsection 7-6.1, the following streets or parts of streets are hereby designated as Through Streets. STOP signs shall be installed on or near the right side of each street intersecting or each entrance onto the Through Street except where YIELD right-of-way signs are provided for in Schedule IX which can be found in Chapter 7A.

No person shall make a right turn when facing a steady red signal (STOP) indication whenever an official sign is present prohibiting such turn on the red signal as described in Schedule XVI which can be found in Chapter 7A.

No person shall park a vehicle in an Emergency Vehicles Only Zone, as designated in Schedule XIX, which can be found in Chapter 7A, unless such vehicle is an emergency vehicle, as defined in Chapter 4 of Title 39 of the New Jersey Statutes Annotated, and as defined in N.J.S.A. 39:4-197, or a personal vehicle operated by a member of the EMS.

Any person, firm or corporation violating any provisions of this section shall be fined $25; and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.

As used in this Chapter the term "holidays" means and includes New Year's Day, Washington's Birthday, Good Friday, Easter, Memorial Day, Independence Day, Labor Day, General Election Day, Veteran's Day, Thanksgiving Day and Christmas Day, on the dates fixed by law for their observance.

Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision of this ordinance or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days or both.
All former traffic ordinances of the Borough of Keansburg covered in this Traffic Chapter are hereby repealed except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this ordinance.

No person shall park a vehicle between the hours of 8:00 a.m. through 10:00 a.m. and the hours of 2:00 p.m. through 3:30 p.m. upon the areas designated as School Drop-Off Zones as identified in subsection 7-17.1 on any day, except Saturdays, Sundays and legal holidays when schools are closed.

A person shall be permitted to stop or stand a vehicle in the areas designated in subsection 7-17.1 above notwithstanding the provision of subsection 7-17.2 only during the hours of 8:00 a.m. through 10:00 a.m. and 2:00 p.m. through 3:30 p.m. for the sole purpose of discharging passengers who attend or are employed at the schools abutting the School Drop-Off Zone.

Every person convicted of a violation of this section shall be subject to a penalty of not less than $50 nor more than $500.
Former Section 7-18, Resident Parking in Front of Driveways, previously codified herein and containing portions of Ordinance No. 1308, was rescinded in its entirety by Ordinance No. 1464.

RESIDENTIAL PARKING
Shall mean that only motor vehicles owned and/or leased by residents of the Borough of Keansburg may park in certain areas during prescribed time periods. Said motor vehicles must be registered by the resident with the New Jersey Motor Vehicle Commission.
SCHOOL SESSION
As used in the Revised General Ordinances shall mean the dates and hours of operation of the Keansburg School District as promulgated by the Keansburg Board of Education.
