The following initial fee schedule shall apply to the following
Town recreation programs:

Such fees shall be posted where deemed appropriate to do so,
and shall be made available to a requestor upon request.

Where the adopted schedule provides for a range of fees the
Mayor and Council, by resolution, and the Director of Recreation,
by way of correspondence to the Mayor and Council, shall be and they
are hereby empowered to establish the appropriate fee within such
range, and when once thus established, such fees shall be posted where
deemed appropriate to do so, and shall be made available to a requestor
upon request.

This chapter shall have retroactive effect. Any fees established
and/or charged in excess of the fees set forth in this chapter, or
as to recreation programs not listed herein, prior to the effective
date of this chapter, are hereby ratified in their entirety.
