A. 
Authority is delegated to the Scott County board of health, acting through its administrator and its inspectors acting under such administrator, to enforce all of the ordinances of the City relating to the protection or improvement of the public health.
B. 
Wherever the words "City board of health," "board of health of the City," or "board of health" occur in this code, they shall mean the Scott County board of health.

There is delegated to the administrator for the Scott County board of health the powers of City officers and department heads and to the inspectors of the Scott County board of health, the powers of City inspectors in the enforcement of City ordinances pertaining to the protection and improvement of the public health.

Nothing contained in Sections 2.52.010 and 2.52.020 shall be deemed in any manner to modify, eliminate or in any manner restrict the power of the City through its own officers and employees to enforce the ordinances of the City pertaining to public health.

Any person who fails, refuses or neglects to obey any unlawful order of the Scott County board of health or the administrator of the board or of its inspectors or of any City officer, department head or inspectors on any matter pertaining to the enforcement of the City's ordinances relating to the protection or preservation of the public health shall be guilty of a simple misdemeanor and shall be fined not more than $100 or imprisoned for a period not to exceed 30 days.
