There is created, in and for the City, the department of parks and recreation.

The department of parks and recreation shall be responsible for code enforcement and other activities related to management, planning of the various City parks; and recreation programming.

There is created the office of director of parks and recreation. The City Administrator shall appoint a qualified individual to be director of parks and recreation.

The director of parks and recreation shall receive as compensation such salary as the City Administrator shall from time to time determine, subject to the budgetary approval of the City Council.

Subject to the policy directives of the City Administrator, the director of parks and recreation shall:
A. 
Supervise and direct all employees of the department;
B. 
Direct the planning, development, and management of all City programs and facilities relating to parks, athletic facilities and recreation programs;
C. 
Develop and present the department's budget and provide for the management of major programs and facilities;
D. 
Direct the construction, maintenance repair, and care of recreational areas, equipment, and facilities;
E. 
Coordinate the City recreation program with other recreation agencies operating within the City;
F. 
Work with individual citizens, community organizations, and other groups in planning and implementing recreation and athletic programs, design new facilities, planning new park development, and creating nature areas of beautification projects;
G. 
Meet with other groups such as conservation, private recreation and historical preservation organizations;
H. 
Develop programs to provide a variety of year-round intellectual, cultural and attractive leisure time activities which contribute to the physical and mental well-being of residents and visitors;
I. 
Perform such other duties as the City Administrator may require.

A. 
The board shall be comprised as follows:

The board shall consist of 11 persons, one to be selected by the Mayor and one to be selected by each member of the Council.

Members to be appointed shall be representative of the interests of the parks and recreation industry and organizations that promote parks and recreation. All appointments shall be subject to approval of the City Council. Appointments shall be for the three-year terms except that initial appointments shall be made for one, two, and three-year terms so that one-third of the membership of the board expires June 30 of each year. The Mayor shall assign the terms of the initial appointments.
3. 
Bona fide citizens and residents of the metropolitan urbanized area over the age of 18 years are alone eligible for memberships. However, at least 75% of the members must reside in Davenport.
4. 
Upon completion of their terms of office, members shall continue to serve in their full capacity until a successor has been duly appointed.
5. 
The City Administrator or designated representative shall be an ex officio member without voting rights.
B. 
A vacancy on the board shall be promptly selected by the Mayor or Council member entitled to make the selection, subject to the approval of the City Council, for the unexpired term of office. There shall be a vacancy on the board whenever a member ceases to be a resident of the metropolitan urbanized area, defined by Bi-State Metropolitan Planning Commission and federal government as the 14 contiguous cities.
C. 
Members of the board shall attend at least two-thirds of all regularly scheduled and held meetings within any twelve-month period. The failure of a member to attend the prescribed number of meetings shall constitute grounds for the removal of the member by the City Council. The attendance of all board members shall be entered upon the minutes of all meetings by the secretary.
D. 
All board members shall serve without compensation.
E. 
The board meeting shall be conducted as follows:
1. 
At the board's initial meeting, which shall be called by the Mayor, and at the first meeting of each calendar year thereafter, the board shall elect from among the members a chair and a vice-chair, who shall serve until their successors are elected at the first meeting of the succeeding calendar year. An officer may serve successive terms of office.
2. 
The chair shall preside at all meetings of the board and shall perform all duties incident to the office of chair.
3. 
The vice-chair shall perform the duties of the chair in the absence or incapacity of the chair. In the event of such absence or incapacity, the vice-chair shall perform such duties as are imposed upon the chair until such time as the board designates a new chair.
4. 
In the event of the absence of the chair and the vice-chair at any meeting of the board, the then present members of the board shall select a temporary chair for that meeting.
5. 
The secretary of the board shall record votes, keep a record of all proceedings of the board and perform such other duties which are customarily incident to the office of secretary.
6. 
In the event of the absence of the secretary at any meeting of the board, the chair shall appoint one of the then present board members to serve as secretary for that meeting.
7. 
The secretary shall file with the Davenport City Clerk a copy of the minutes of each regular and special meeting of the board within 10 working days after each meeting.
8. 
The board shall adopt and may later change such rules as it deems necessary to govern its organization and procedure, which rules shall be consistent with City ordinances and resolutions and with state and federal laws. The board shall hold at least one meeting per month at a regularly established time and place.
F. 
The board shall only act in an advisory capacity and may:
1. 
Make recommendations to the Council and to the director of parks and recreation regarding the operations, maintenance, programs, policies, fee schedules and budgets developed for the parks and recreation division.
2. 
Make recommendations to the City Administrator and to the Council regarding the appointment, dismissal or suspension of the director of parks and recreation.
