As established by state law, there is hereby created by duly-enacted legislation of the City of Davenport, the City of Eldridge, and the County of Scott, an Airport Zoning Commission.

The commission shall consist of two members from each municipality selected by the governing body thereof and one additional member to act as chairperson and to be selected by a majority vote of the members elected by the municipalities. The terms of office for the members of the commission shall be for six years, excepting that when the initial appointments to the commission are made, one of the members appointed by each municipality shall be appointed for a term of two years and the other member shall be appointed for a term of four years. Members may be removed for cause by the appointing authority upon written charges after public hearing. Vacancies shall be filled for the unexpired term of any member whose office becomes vacant in the same manner in which said member was selected.

The commission shall have and possess the following powers, such other powers as may be incidental to the successful carrying out of the powers vested in it herein, and such other powers as may be expressly conferred on it by law:
A. 
To recommend to the municipalities the boundaries of the various original airport hazard areas and appropriate regulations and restrictions to be enforced therein. The commission shall make its recommendations to the municipalities only after the commission, with due diligence, prepares a preliminary recommendation report and holds public hearings thereon.
B. 
To recommend to the municipalities from time to time amendments, supplements, changes or modifications to the boundaries of the original airport hazard areas or to the regulations and restrictions enforced therein.
C. 
To perform such other duties as may be authorized as established by state law, or as the same may be from time to time amended.

The commission shall hold meetings upon the call of the chairperson or upon written request to the chairperson signed by four members of the commission. All meetings shall be held in accordance with Chapter 28A, The Code, 1981, or as the same may be from time to time amended.

The City of Davenport's City Administrator, or his designee, shall be the secretary for the commission. The secretary and all other employees of the municipalities shall give such aid and assistance to the commission and its members as will enable the commission to effectively perform its duties.
