There is created the civil service commission, which shall consist of five members. Members shall hold office for a term of four years and shall be appointed pursuant to the requirements of I.C. § 400.1 et seq.[1]

2011 Temporary Transitional Rule employed to expand membership from three to five. Two new additional members shall be appointed with terms beginning April 1, 2011. One of the new appointees shall have a term that expires March 31, 2013, the other shall have a term that expires March 31, 2015.

The civil service commission shall appoint a City employee who among other duties will serve as the clerk of the civil service commission. This section shall not grant civil service status or rights to the employee in the capacity of clerk of the commission.

The civil service commission may promulgate rules and regulations for its conduct of business which shall be consistent with Iowa Code § 400.1 et seq.

The civil service commission shall establish a schedule of regular meetings of its membership and shall establish a procedure for convening such special meetings as are necessary to the performance of its assigned functions.
