Every applicant submitting an application for development before
the Board of Adjustment or the Planning Board shall submit four copies
of the following materials for review by the Approving Agency. In
addition, every applicant submitting an application for development
before the Board of Adjustment or the Planning Board shall submit
an electronic copy of all application materials for review by the
approving agency and/or Zoning Officer. Electronic submissions shall
be provided in addition to paper copies required to be submitted to
the approving agency and/or Zoning Officer and may be in the following
formats: PDF, Microsoft Word, JPG or any other electronic format acceptable
by the approving agency and/or Zoning Officer. The approving agency
and/or Zoning Officer is permitted to waive the requirement for the
submission of any paper copies. See checklist and forms included in
the Appendix to this chapter.

In preparing materials for an application, the preparation of
exhibits shall be conducted by the following licensed professionals
in the State of New Jersey:

All applicants for development shall submit 16 copies of the
following:
b. Order or decision of Administrative Official precipitating application
(if obtained).
c. Narrative statement of proposed application.
d. Drawings, site plans, surveys and design details as required.
f. Proof of ownership, or written permission of owner to file application.
g. Certification from Tax Collector that taxes have been paid.
h. Copies of any protective covenants, deed restrictions or easements
(existing or proposed).

Every applicant shall submit the following map and appropriate
attachments and/or schedules as follows:
a. Map size 12 inches by 18 inches, 18 inches by 24 inches, or 24 inches
by 36 inches. (All map submittals to be folded to fit within standard
10 inches by 15 inches manila envelope.)
b. Key map referencing all streets within 600 feet.
c. Name and address of applicant with name of proposed development.
d. Name, address, seal and signature of professional who prepared plan.
e. Spaces for all applicable signatures.
f. Date prepared and all revision dates.
g. Graphic scale and North arrow.
h. Dimension and bearing of all existing and proposed property lines
with existing and proposed lot sizes.
i. Dimension of existing and proposed street rights-of-way with existing
and proposed names.
j. Notation of traffic direction and location of traffic control devices
in the vicinity of proposed development.
k. Location of all subsurface and above ground utilities including proposed
connections.
l. Location and use of all structures existing, proposed or to be removed.
m. Method of handling and disposal of all storm water discharges from
site.
n. General slope, natural drainage and other natural features including
existing trees with caliper over four inches.
o. Location of existing and proposed parking, loading, curb cuts, driveway
aprons and sidewalks with dimensions.
p. Schedule with applicable zoning requirements and how each is met
and all requested variances and/or design waivers.
q. Disclosure of all ownership interests for subdivision of six or more
lots or variance for multiple dwelling or site plan approval for commercial
use (N.J.S.A. 40:55D-48.1 et seq.).
r. If required, an Environmental Impact Statement in accordance with subsection
33-4.9 of this chapter.

Notwithstanding the provisions of subsection
33-11.4, minor subdivision applications may be submitted on a map of 8 1/2 inches by 11 inches when no other development or change of use is proposed. Further, if subdivision is proposed only for property transfer with no other development nor variance from Chapter
35, Zoning Regulations, the application requires only submission of a property description and accurate survey.

In addition to data required under subsection
33-11.4, site plan applications shall require the following:
a. Footprint of all proposed structures with dimensions, location and
uses.
b. Depiction of exterior building facades and floor plans with dimensions.
c. Parking facilities with aisle and stall dimensions.
d. Provisions for handicapped where required.
e. Pavement, curb and apron type and details of same.
f. Location, height and illumination design of lighting facilities.
g. Location, type and height of fencing, walls and screening and refuse
storage and handling facilities, inclusive of recycling facilities.
h. Landscaping plan showing the location, species and size of proposed
trees, shrubs and seeded or groundcover areas.
i. Other applicable details required for unusual or unique developments
or containing unique features and/or requirements.
j. Other details necessary to show conformance with development standards
in City ordinances.

In addition to data required under subsection
33-11.4, preliminary major subdivision applications shall require the following:
a. Location of all existing and proposed street rights-of-way, including
centerline profiles and cross sections.
b. Location of all existing and proposed utilities in plan, profile
and cross sections including details and location of connections.
c. Supporting documentation of design when required.
d. Contours; existing and proposed with drainage flow and direction
for entire site. Shall also include adjoining properties when affected
by proposed development.
e. Tax map sheet showing all properties within 200 feet of the proposed
major subdivision.
f. List of all individual property owners within 200 feet of proposed
major subdivision with lot and block numbers.
g. Proof of publication, and affidavit of service.

In addition to data required under subsection
33-11.4, final approval of major subdivisions and major site plans shall require the following:
a. A plan conforming to any and all conditions of preliminary approval.
b. For major subdivisions:
1. Proposed lot numbers in succession.
2. Location and description of all monuments.
3. Copies of all protective covenants or deed restrictions.
4. Endorsement by owner of land, individual, or corporation, consenting
to the filing thereof.

In addition to data required under subsection
33-11.3, variance applications require the following:
a. Data required under subsection
33-11.4 except that individual lot applications for detached one and two dwelling unit buildings used and intended to be used solely for residential purposes shall be exempt from this provision.
b. Tax map showing all properties within 200 feet of proposed development
with character and use of all said properties.
c. List of all individual property owners of property within 200 feet
of development with lot and block numbers.
d. Prior to any hearing on a variance application, proof of publication in accordance with subsection
33-4.8 of this chapter shall be submitted to the Board hearing the application.

In addition to data required under subsection
33-11.4, conditional use applications require the following:
a. A description of conditional use standards established for the use under Chapter
35, and how the proposed development meets same. (Note: If one or more of the conditional use standards are not met, application requires a variance pursuant to N.J.S.A. 40:55D-70d.)

The municipal agency or its designee may, upon specific written
request of an applicant, consider and approve or deny requests for
waiver of submission requirements or for any of the specific application
requirements set forth in this section. All such requests by an applicant
shall cite the specific requirement by section number and shall state
the specific reason for the request of waiver. An application that
meets all submission requirements will be considered complete pending
a determination on the request for waiver. If a request for a waiver
is denied, the applicant must provide the required submissions and
all time limits will recommence as for new applications. Such waiver
of requirements shall not apply to fees, performance or maintenance
guaranties, inspections or any development regulation set forth in
the Zoning Ordinance.
