In accordance with an agreement entered into between the Borough Council of Roosevelt and the Board of Education of the Roosevelt School District dated April 9, 2001 and approved by Resolution 47/2001, there is established in the Borough of Roosevelt the Community Education Recreation Program.
The Executive Committee shall be comprised of the following members:
a. 
Two Members appointed by the Board of Education.
b. 
Two Members appointed by Council.
c. 
Recreation Director selected by the Executive Committee and approved by the Council.
The Recreation Director shall provide for the orderly progression of business and matters concerning the program.
The Executive Committee shall, subject to the approval of the Borough Council and the Board of Education, be responsible for the preparation and the management of the program's budget and for preparation of all reports, approval of vouchers, creation and management of all programs, establishment of policies and procedures.
The Recreation Director shall implement and coordinate all programs approved by the Executive Committee and shall carry out other such duties as may be directed by the Executive Committee.
The Executive Committee is authorized to impose fees and charges relative to the use, operation and participation in the program, which fees shall be established by resolution of the Council.

In accordance with N.J.S.A. Appendix A:9-41, an Emergency Management Council is hereby established.
In accordance with NJDEP regulations, the Emergency Management Council shall be authorized to prepare and implement a Drought or Water Supply Emergency Plan guideline and recommended amendments, as necessary to conform to NJDEP guidelines and Borough Ordinance No. 139 entitled "An Ordinance empowering the Governing Body of the Borough of Roosevelt to declare a water emergency within the municipality and establishing water use restrictions during a water emergency in the Borough of Roosevelt, Monmouth County, New Jersey."[1]

a. 
The Emergency Management Council shall consist of 10 members as follows:
1. 
Emergency Management Coordinator.
2. 
One representative of the Borough Council (appointed annually by the Borough Council).
3. 
Borough Clerk.
4. 
Representative of the Planning Board.
5. 
Representative of the Fire Department.
6. 
Representative of the First Aid Squad.
7. 
Representative of the Environmental Commission.
8. 
Director of Social Services.
9. 
Water/Sewer Utility Operator.
10. 
Deputy Emergency Management Coordinator.
b. 
Each person serving on the Council by virtue of their office shall serve on the Council through succession relative to their title or office.
c. 
The Emergency Management Council shall meet as determined necessary and appropriate, pursuant to bylaws to be adopted by it and subject to State Statutes for meetings.
d. 
The Emergency Management Coordinator shall serve as Chairman of the Emergency Management Council. In his absence, or incapacity, the Deputy Director shall serve as Chairman.

There is hereby established the Roosevelt Borough Environmental Commission.
a. 
The Commission shall consist of nine members, seven regular and two alternates, all of whom shall be appointed by the Mayor. All members so appointed shall be residents of the Borough of Roosevelt and shall serve without compensation.
b. 
The Mayor shall designate a chairperson of the Environmental Commission who shall be the presiding officer. One member of the Commission shall also be the member of the Planning Board.
c. 
All members shall be appointed for three year terms and shall continue in office until appointment and qualifications of their successors.
d. 
The two alternate members appointed by the Mayor shall be designated as "Alternate No. 1" and "Alternate No. 2" at the time of their appointment. The terms of alternate members shall be two years. Alternate members shall not act on any matter unless a regular member shall be absent or disqualified.
a. 
No members of the Environmental Commission hereby established shall act on any matter in which that member has either a direct or indirect personal or financial interest.
b. 
The Mayor may remove any members of the Commission for good cause shown but only after the preparation and service of written charges and a hearing thereon at which the member shall be entitled to counsel. The Borough shall not be responsible for payment of any counsel fees incurred by the member so charged. The hearing on the charges shall be conducted in closed session unless the charged member requests a public hearing.
c. 
The Commission shall keep records of its meetings and activities and shall make an annual written report of its activities to the Mayor and Council.
d. 
The Commission shall receive from the Planning Board informational copies of every development application submitted to the Board. The Commission may submit reports and evaluations of development applications to the Planning Board.
e. 
The Environmental Commission shall prepare or cause to have prepared and submit to the Planning Board an inventory of the natural and environmental resources of the municipality. Such inventory shall include, without limitations, identification of stream corridors, wetlands, floodplains, forestry resources, steep slopes, important open spaces, scenic areas, wildlife habitat, cultural features and potential public recreation and conservation lands. The Environmental Commission shall also prepare or cause to have prepared new and updated planning studies and reports describing strategies to protect natural and environmental resources including, without limitation, plans for the creation, protection or preservation of greenways, open spaces, stream corridors, forestry or scenic resources, and trails or bikeways. The Environmental Commission may prepare or cause to have prepared draft ordinances or master plan amendments to protect natural and environmental resources, for referral to the Borough Council and Planning Board, and may undertake projects designed to disseminate information to the public concerning environmental resources including, without limitation, actions which individuals, public institutions and business entities can take to protect the environment.
a. 
The Mayor and Council may appropriate funds for the purpose of the Commission hereby established. The Commission may appoint such clerks and other employees as it may require, provided, however, that adequate funds have been appropriated by the Governing Body.
b. 
The Commission may apply for, receive and accept funding and grants from State and Federal agencies and private donors.

There is hereby created the Jersey Homestead Historic District Advisory Council. The Advisory Council shall consist of 12 residents of the Borough, who shall be appointed by the Mayor with the advice and consent of the Council. All appointments shall be for terms of three years, beginning on January 1 of the year of appointment.
The Advisory Council shall conduct such programs and take such measures as it may deem feasible and appropriate to educate the public including both residents and non-residents of the Borough of Roosevelt, concerning the history of the Borough and its significance in the history of New Jersey and of the United States and to publicize and commemorate the Jersey Homestead Historic District, which is included in both the National and New Jersey Registers of Historic Places.
The Mayor shall, with the advice and consent of the Borough Council, annually designate one member of the Advisory Council to serve as the local historian. The local historian shall be the presiding officer of the Advisory Council.
The local historian shall have the following powers and responsibilities, as set forth in N.J.S.A. 40:10A-7, which shall be exercised with the advice and assistance of the Advisory Council.
a. 
Carrying out an historical program, including but not restricted to collecting, preserving and making available materials related to the history of the Borough. Such materials shall be stored in such manner as to insure their preservation and notice shall be given to the State Archivist, the New Jersey Historical Commission, and the Borough Council of any materials that should be acquired for preservation;
b. 
Making an annual report to the Mayor and Council stating all the work performed and accomplished by the Local Historian and the Advisory Council during that year. A copy of the report shall be transmitted to the New Jersey Historical Commission;
c. 
Researching, writing and causing to have published a municipal history and recommending appropriate historical materials for publication.
d. 
Advising the Mayor and Council concerning the acquisition, administration, use and disposition of any landmark or historic site in the Borough. Such advice may be furnished to the Historic Sites Section of the Department of Environmental Protection; and
e. 
Assisting in projects of commemoration, including the erection of monuments, historic markers and guide signs.

The Planning Board functions as the Historic Preservation Commission in Chapter 24, Historic District.
