The following departments shall be established:
a. 
Department of Administration.
b. 
Department of Law.
c. 
Department of Audit, Accounts and Control.
d. 
Department of Public Works.
e. 
Department of Public Safety.
f. 
Department of Health and Welfare.
g. 
Department of Building and Development.
h. 
Department of Recreation and Housing.

a. 
Each department shall be headed by a director, who shall be appointed by the Mayor with the advice and consent of the Borough Council. Each department head shall serve during the term of office of the Mayor appointing him and until the appointment and qualification of his successor.
b. 
The Mayor may, in his discretion, remove any department head after notice and an opportunity to be heard. Prior to removing a department head, the Mayor shall first file written notice of his intention with the Borough Council and such removal shall become effective on the 20th day after the filing of such notice, unless the Borough Council prior thereto, has adopted a resolution by a 2/3 vote of the whole number of the Borough Council disapproving the removal.

Whenever a vacancy exists in the office of a director of a department and there is no holdover incumbent, then the Mayor may temporarily fill such vacancy, except as provided to the contrary by State Statute. Such temporary director may be the Mayor, the Administrator or another individual. Such appointee shall have all of the functions, powers and duties of the office until it is filled permanently. Any such appointment of an individual, other than the Mayor or Administrator, shall terminate not later than 90 days from appointment.

a. 
The Administrator shall be empowered to allocate and assign all existing and newly designated employees, administrative functions and powers and duties of the Borough, whether stated or unstated, to the departments created by this chapter, subject only to the provisions of this chapter, the Charter and State Statutes.
b. 
The internal organization of each department of the municipality shall be as recommended by the director, subject to the approval of the Administrator, provided that the personnel strength, position classifications and pay plans are within available appropriations, subject only to the provisions of this chapter, the Charter and State Statutes.
c. 
A director may serve as a division head without additional compensation. Whenever a vacancy exists in the office of the head of any division by resignation, removal, disability or otherwise, the director of the department may fill such vacancy temporarily by appointing an acting head of such division, who shall have and perform all the functions, powers and duties of such division head until the office shall be filled permanently.

Employees shall be paid on a biweekly basis in accordance with a salary ordinance adopted by Borough Council. Every officer and employee whose compensation is established on a full-time basis shall devote their entire time during business hours to the duties of their office. Those employees whose compensation is established on a part-time basis shall devote equivalent time in proportion.

Directors shall appoint all employees in accordance with the provisions of the Charter, except where State Statutes provide for a specific appointing authority. No appointment shall be made which is not in conformance with personnel regulations of the Borough as determined by this chapter.

Employees may be terminated pursuant to the Charter or the personnel policies of the Borough.
