The Borough of Oakmont (hereinafter "the Borough") establishes an application process by which need is established to fairly and equitably distribute these parking places, along with a renewal process so that the handicapped person or severely disabled veteran can demonstrate a continued need for a designated handicapped parking space, by observing the following.
A. 
Citizens of Oakmont desiring a handicapped parking place shall be directed to the Oakmont Police Station to obtain a Persons with Disabilities Parking Place Application (a copy of which is attached herein).[1]

B. 
The completed application shall be returned to the Chief of Police, along with proper fee payment.
C. 
The Chief of Police shall direct the application to Oakmont Borough Council, or its designee, for review and subsequent approval or disapproval within 60 days of the date of application.
D. 
Approved applications, along with fee payment, shall then be delivered to the Office of the Borough Manager and a Handicapped Parking Place Work Order (a copy of which is attached herein)[2] generated from there for the installation of the handicapped parking place.

E. 
Disapproved applications shall be returned to the applicant, along with the fee payment.
F. 
The Handicapped Parking Place Work Order, along with a copy of the approved application and location diagram, shall be generated from the approved application, thereby authorizing the Borough of Oakmont Street Department to perform the necessary work to install a handicapped parking place.
G. 
A list of approved handicapped parking places will be maintained by the Oakmont Police Department. The list shall be updated each year, immediately after the annual March 1 to March 31 renewal period, and a copy of the list provided to the Office of the Borough Manager.
H. 
Applicants shall be advised that, once a handicapped parking place is created, enforcement must be initiated by prompt complaint to the Oakmont Police Department.
I. 
All handicapped parking places are subject to Oakmont Borough Ordinance No. O18-78, § 80-70, Parking prohibited for street sweeping and snowplowing, and § 80-73, Residential handicapped parking.
A. 
All handicapped parking privileges are subject to renewal each year by way of the Persons with Disabilities Parking Place Yearly Renewal application (a copy of which is attached herein),[1] regardless of the date when the handicapped parking privileges were granted initially.

B. 
The renewal period for handicapped parking privileges shall be between March 1 and March 31 of each year; renewal applications shall be filed with the Oakmont Police Department.
C. 
All preexisting handicapped parking places are grandfathered into the new regulations by way of the Persons with Disabilities Parking Place Yearly Renewal application.
A. 
All completed applications must be accompanied by a check or money order, made payable to the Borough of Oakmont in an exact amount as may be determined by Oakmont Borough Council from time to time.
B. 
Oakmont Borough Council, or its designee, may waive this fee in case of financial hardship.
The Borough of Oakmont reserves the right to revoke any handicapped parking privileges based on founded complaints of abuse. Confirmed abuse of handicapped parking privileges will result in removal of the handicapped parking place.
All ordinances or resolutions or parts thereof conflicting with the provisions of this article are hereby repealed to the extent of such conflict.
