The Council shall meet regularly in the Municipal Building or such other public building as may be determined by Resolution, on the second and fourth Tuesdays of each month at 7:00 p.m. prevailing time, except that the Council may, by Resolution, dispense with one or more of the regular meetings otherwise scheduled. When the time for any regular meeting of the Council shall fall on a holiday, the meeting shall be held at the same hour on the next succeeding day which is not a holiday.
Notice of meetings shall be given in accordance with the "Open Public Meeting Act," N.J.S.A. 10:4-6.

The Mayor may at any time, and upon the written request of any three members of the Council, call a special meeting. Requests, if any, and the call for such special meeting shall specify the purpose of the meeting and no business shall be transacted at any special meeting other than that specified unless all five members agree to consider business not specified in the call of the meeting.
Any call for a special meeting shall be filed with the Township Clerk. Upon filing the Clerk shall forthwith give notice thereof by telephone to each member of the Council at such places as each member of the Council has previously designated for that purpose. The Clerk shall also serve or cause to be served a written copy of the call upon each Member of the Council by delivery of a copy to him personally or by leaving a copy at his usual place of residence. Upon written waiver of notice executed by all of the members of the Council, a special meeting may be held without prior notice. Notice shall be given as prescribed by law.

All regular and special meetings of the Council shall be open to the public. The Manager, Clerk, and such other municipal officers and employees as may be required by special order of the Council shall attend regular or special meetings of the Council.[1]

The Council may meet at any time at informal conferences to plan the agenda of future meetings, for the preliminary consideration of any Township business, or to confer with any officer or employee of the Township or other persons on Township business. Notice of all meetings shall be given in accordance with the requirements of the Open Public Meetings Act, N.J.S.A. 10:4-6.

A majority of all of the members elected to the Council shall constitute a quorum at any meeting of the Council. A lesser number may adjourn any meeting 15 minutes after the appointed hour if a quorum is not present. If no member of the Council is present 15 minutes after the appointed hour for any meeting, the Clerk shall adjourn the meeting.

The order of business, agenda, conduct of meetings, procedures, and any and all matters pertaining to actions of the Council shall be determined and prescribed by Resolution of the Council.
Except as may be provided by the Charter, this chapter, or such Resolution, the order and conduct of business shall be according to the latest revised edition of Robert's Rules of Order.
No action may be taken by the Council except at a regular or special meeting.
