A. 
The Board of Parks and Recreation shall consist of five members to be appointed by the Town Council. The terms of such board members shall be staggered, one member being appointed for one year, two members for two years, and two members for three years, and thereafter, the term of each new member shall be three years.
B. 
Vacancies occurring prior to the expiration of a term shall be filled by the Council for the period of time necessary to complete the unexpired term.
The Board shall elect officers, adopt its own bylaws and standard operational procedures. The Board shall keep minutes of all meetings. Copies of minutes will be distributed to the members of the Council. The Board shall make an annual report to the Council.
A. 
The duties of the Board of Parks and Recreation shall be to:
(1) 
Advise the Director of the Parks and Recreation Department as to the operation of recreational programs;
(2) 
Formulate long-range plans for lands and physical facilities deemed desirable for the recreational benefit of the citizens of the Town;
(3) 
Determine new programs needed by the Town, and report these to the Director for consideration; and
(4) 
Aid the Director in the preparation of the Department's budget.
