A. 
Attendance required. The City Council and all appointed officials are expected to attend regular and special public meetings at the time and place where said meetings are held and for the entirety of such meetings.
B. 
Attendance to be taken at meetings. The attendance of the City Council and appointed officials shall be taken at all meetings and reflected within the minutes of all meetings.
C. 
Records available to the public. Attendance records shall be furnished to the City Council, and shall be made available to the public pursuant to a request for public records and also posted on the City website. Attendance records shall be considered prior to the reappointment of such board members. Any appointed official absent three consecutive unexcused absences may be removed from the position by City Council.
D. 
Purpose of policy. The purpose of this policy is to encourage all members of the City Council and appointed officials to regularly attend meetings of the public body to which they are elected and/or appointed. The purpose of this policy is also to hold all members of the City Council accountable to the public who elects them and to hold all appointment officials accountable to the City Council who appoints them, which will be considered by the public and/or the City Council in their election and/or appointment process.
E. 
Municipal Elected officials Certificate Program. All members of the City Council are also encouraged to take courses leading towards completion of the Municipal Elected Officials Certificate Program offered by the Edward J. Bloustein School of Planning and Public Policy at The Rutgers Center for Government Service, or any comparable program offered through the New Jersey League of Municipalities.
F. 
Records of courses taken. Records of all courses taken shall be furnished to the City Clerk and shall be available for public inspection. The City shall pay for all tuition costs and travel expenses incurred by the members of City Council in completing these courses upon providing adequate documents to substantiate the expenses.
