In accordance with the provisions of New Jersey Public Law 2003, Chapter 161, any person parking a vehicle in a space reserved for handicapped individuals shall be liable to a fine of $252 plus costs of $24 subject to any increase as permitted or mandated by state law.

Such spaces are for use only by the person so designated provided such persons have been issued a special vehicle identification card or plates or placards by the New Jersey Motor Vehicle Commission, or a temporary placard by the Chief of Police. No other person shall be permitted to park in these spaces. In addition, such designated person shall provide the City Clerk and the Chief of Police with a copy of the vehicle registration of the vehicle to be parked at the designated location, and no other vehicle shall be permitted to park in the designated space. Each designated person shall also notify the City Clerk and Chief of Police of any change in the vehicle and shall provide a copy of the vehicle registration for any replacement vehicle. The designated person shall only be permitted to register one vehicle with the City for such purpose. At the beginning of each calendar year, the designated person shall provide written confirmation to the City Clerk of their intent to continue use of the space in accordance with this section. Such designated parking place shall terminate automatically and without further ordinance either: (i) upon the death of the designated person; or (ii) at such time that the designated person no longer resides at the property adjacent to the designated location.
C.
Such designated parking place shall not be permitted unless there is no off-street parking available to the designated person at the designated person's residence. A survey of the property showing current conditions must be provided with the application. For the purposes of this section, the availability of a driveway parking permit pursuant to § 7-54 shall constitute off-street parking. Any one homeowner or building or property cannot hold both an on-street parking permit and an on-street reserved handicapped parking permit simultaneously.
D.
All determinations as to the availability of off-street parking shall be made by the Chief of Police, in the Chief's sole discretion.

The owners of the premises referred to in this section shall provide and install signs and pavement markings as required, which signage and markings shall be in accordance with the Manual of Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of the property. The owner shall, subsequent to the initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the City. The owner shall be responsible for the repair and restoration or replacement of same.
To provide convenient access to public services and meetings in City Hall and also to reserve parking for City fire, police, rescue, and other emergency personnel, the paved parking areas on the premises within the City of Cape May known as Lots 5, 6, 7, 8 and 9, Block 1059 on the current tax map, located at northwest corner of Washington and Franklin Streets, is hereby designated as City Hall Parking Lot.

No person except City authorized personnel shall park a vehicle between the hours of 7:30 a.m. and 10:30 p.m. of any day in any parking space located in the City Hall Parking Lot, except as may be specifically designated by properly posted signs or permits authorized by the Chief of Police or other official designated by the Mayor, or as specifically designated by § 7-45.8.
Fire and rescue personnel of the City whose vehicles are properly marked by permit, sticker or license tag as designated by the Chief of Police are authorized to park in the spaces at the east side of the City Hall Parking Lot that are marked as reserved for Fire Department use only.
Persons with official business in City Hall or adjacent City buildings are authorized to park in spaces reserved for public and employee parking only while actually engaged in such official business. Attendance at public meetings, pick-up from or delivery to offices in City Hall, and similar purposes for up to four hours at any one time shall be deemed to be official business.
Persons whose vehicles are authorized to be parked on the above described premises for more than four hours at any one time shall be responsible to secure and display inside the front window of their vehicle a parking permit authorized by the Chief of Police or other issuing authority designated by the Mayor.
City Council may, by resolution, authorize the sale of permits and establish the fees and regulations for parking of vehicles in the City Hall Parking Lot when space is available and not needed for public business to permit short term parking overnight, on weekends, holidays, and other occasions. Such short term parking permits shall be subject to a condition that vehicles shall be removed from the lot at designated times and during emergencies when all available spaces are needed for police, fire, rescue, and other personnel.
Any person convicted of a violation of this section shall be liable for a fine of not to exceed $50 for the first offense, $100 for a second offense, and not to exceed $500 for each additional offense. Each day a violation exists shall constitute a separate offense.
No person shall park a vehicle for longer than 30 minutes between the hours of 10:00 p.m. and 5:00 a.m., the next succeeding day, upon the Community Center Parking Lot as hereinafter described.

Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision in this section or any supplement thereto shall be liable to a penalty of not more than $50, or imprisonment for a term not exceeding 15 days, or both.
The City of Cape May owns certain lands within the City known as Lot B-1 Terrace and Lot F as shown on Map of Atlantic Terrace, City of Cape May, Cape May County, New Jersey, made by O.M. Corson, Professional Engineer and Land Surveyor, dated July 1945 and filed January 21, 1946, file No. 302, Cape May County Clerk's Office.
It has been determined necessary to prohibit any parking of vehicles on Lot F as shown on plan aforesaid in order to protect the public health, safety and welfare of the residents of the City and more particularly so as to insure needed access to adjacent properties in the event of fire, police and related emergency situations.
In order to protect the public health, safety and welfare no vehicles shall be parked in the following area:

Parking of vehicles on Lot B-1 Terrace (Tax Map Lot 11, Block 1034) shall be limited as set forth in Subsection 7-38.3 and all other parking shall be prohibited.

The streets or parts of streets described in Subsection 7-44.3, are hereby established as parking meter zones with parking meters installed to accept the proper payment for designated schedules and time limits.
Parking along streets and parts of streets at metered locations within the City shall be subject to the hourly time limits schedule during which parking meters are in effect and parking meter fees set forth in Subsection 7-44.3.

Except as set forth below, metered parking hours in the City shall be as set forth of the attached map.
C.
The parking meter rate in the "red," "green," "orange," and "blue" zones on the attached map, and in any other zones hereafter established for pay parking, shall be $1.50 per hour, or $0.25 per 10 minutes.
D.
Parking on Beach Avenue east of Philadelphia Avenue, and on any side streets off Beach Avenue east of Philadelphia Avenue, shall remain free after 5:00 p.m., whether or not the spaces are meters.
E.
The parking of motor homes, trailers, and campers is prohibited in the Jackson/Perry Street parking lot.
F.
Permits to park at the City's Bank Street Parking Lot shall be available on a year-round basis. No heavy equipment of any kind, whether owned by the City, its contractors, or otherwise, shall be parked in the Bank Street lot at any time.
G.
All metered parking in the City of Cape May will be active from April 1 to October 31 of each year, unless otherwise set forth below:

The following areas in the vicinity of the Washington Street Mall (Yellow Zone) will have an extended meter "season" beginning April 1 and ending December 31 of each year, and shall be $2 per hour or $0.25 per 10 minutes.

The lands described in Subsection 7-45.3 are designated as metered public parking areas, with parking meters installed to accept the proper payment for designated schedules and time limits as set forth in Subsection 7-45.3.
Meters shall be in effect on the lands described in Subsection 7-45.3, Sundays and holidays included. Parking other than in metered spaces shall be in violation of this section.

The Department of Public Works-Traffic Maintenance shall be responsible for the proper and timely installations of parking meters, complete with all required signs, line markings, and notices. The Department of Public Works shall also be responsible for meter maintenance, collection from meters, and removal of meters when their use is not authorized by this section.

The provisions of this section shall be applicable to parking meters located in public parking areas pursuant to §§ 7-44 and 7-45.
A.
Where individual parking meters are utilized, each parking meter shall be placed upon the curb or an appropriate place immediately adjacent to the individual parking places. Each meter shall be placed or set in such a manner as to show or display by a signal that the parking space adjacent to the meter is or is not legally in use. Each parking meter installed shall indicate by a proper legend the legal parking time established by the City and when operated, shall indicate on and by dial pointer the duration of the period of legal parking or display. On the expiration of such period of time, each meter shall indicate illegal or overtime parking. No parking meters shall be so installed in any location that standing or parking would infringe upon or violate the provisions of N.J.S.A. 39:4-138.
B.
Where multispace parking meters are utilized, each device shall be placed in a location, which may or may not be located adjacent to the metered parking space, but will be located nearby as a central pay station. Upon payment, the multispace parking meter shall dispense a ticket indicating the purchased amount of parking time. Said ticket must be displayed on the dashboard of the vehicle parking in the metered space, or in the event of a motorcycle, on the windshield or some other conspicuous place on the motorcycle. Any vehicle occupying a space beyond the expiration of the parking time indicated on the displayed ticket, or any vehicle not properly displaying a valid ticket, shall be considered illegally or overtime parked. No parking meters shall be so installed regulating any location that standing or parking would infringe upon or violate the provisions of N.J.S.A. 39:4-138.
C.
The City may from time to time regulate metered parking through devices other than individual parking meters or multispace meters that dispense tickets indicating the amount of purchased time. Accordingly, all parking meters, regardless of the type, style, or payment method must be operated according to the legend and/or directions for any particular device. Any vehicle occupying a space for which metered parking is required under this chapter beyond the expiration of the parking time indicated in accordance with the legend and/or directions shall be considered illegally or overtime parked. No parking meters shall be so installed regulating any location that standing or parking would infringe upon or violate the provisions of N.J.S.A. 39:4-138.

The Chief of Police shall have lines or markings painted upon the curb, public parking areas (lots), or streets for the purpose of designating the metered parking space which shall be regulated by an individual parking meter adjacent to the parking space or a multispace parking meter which may or may not be located adjacent to the metered parking space, but will be located nearby as a central pay station. It shall be unlawful to park any vehicle across any such line or marking or to park a vehicle in such a position that the same shall not be entirely within the area designated by the lines or markings.

Any vehicle parked in a parking space regulated by an individual parking meter shall be parked so that the foremost part of the vehicle shall be nearest to the parking meter. Any vehicle parked in a parking space regulated by a multispace parking meter shall be parked so the entire vehicle is within the designated parking space and in compliance with all other traffic laws.

A.
When any vehicle shall enter any space adjacent to which a parking meter is located in accordance with the provisions of this chapter, the operator of the vehicle shall immediately deposit or cause to be deposited in the parking meter, the proper payment is required for the parking meter and as designated by the legend and/or directions on the parking meter.
B.
When any vehicle shall enter any space regulated by a multispace parking meter in accordance with the provisions of this chapter, the operator of the vehicle shall immediately deposit or cause to be deposited in the multispace meter, the proper payment required for the metered parking space as designated by the legend and/or directions on the multispace parking meter.
C.
When any vehicle shall enter any space regulated by a parking meter in accordance with the provisions of this chapter, regardless of the type, style or payment method of the meter, the operator of the vehicle shall immediately deposit or cause to be deposited in the parking meter, the proper payment for the metered parking space as designated by the legend and/or directions on the parking meter.

Upon the deposit of the proper payment and placing the meter in operation, the parking space may be lawfully occupied by a vehicle during the period of parking time which has been prescribed for the part of the street or public parking area in which the parking space is located.

Failure to deposit the proper payment and activate the meter as is required for the parking meter shall constitute a breach of this chapter and shall subject such person to the penalty prescribed.

A.
Where individual parking meters are utilized, if any vehicle shall remain in any parking space beyond the parking time limit fixed for that parking space, the parking meter shall by its dial and pointer indicate illegal parking and the vehicle shall be considered as parked overtime and beyond the period of legal parking time. The parking of a vehicle overtime or beyond the period of legal parking time in any space adjacent to which a parking meter is located in accordance with the provisions of this chapter shall be a violation of this chapter.
B.
Where multispace parking meters that dispense tickets are utilized, the dispensed ticket shall indicate the time at which legal parking time expires. Any vehicle remaining parked in a space beyond the expiration of the parking time indicated on the displayed ticket or any vehicle not properly displaying a valid ticket in accordance with § 7-46.2B, shall be considered as parked overtime and beyond the period of legal parking time. The parking of a vehicle overtime or beyond the period of legal parking time in any space regulated by a multispace parking meter in accordance with the provisions of this chapter shall be a violation of this chapter.
C.
Any vehicle occupying a metered parking space for which metered parking is required under this chapter beyond the expiration of the legal parking time as indicated in accordance with the displayed legend and/or directions, shall be considered as parked overtime and beyond the period of legal parking time. The parking of a vehicle overtime or beyond the period of legal parking time in any space regulated by a parking meter, regardless of the type, style, or payment method of the meter, in accordance with the provisions of this chapter shall be a violation of this chapter.
Any vehicle unlawfully parked within any parking meter area may be taken into possession by the City Police Department and towed to some proper storage place and there held until the penalty provided for is paid and until the further sum to cover the costs of towing plus any reasonable storage charges incurred in storing the vehicle shall also be paid.
In lieu of depositing the required coins in the parking meters or otherwise paying the regular fee in the public parking lots hereinafter described, a motor vehicle operator/owner may purchase a Parking Lot Permit from the City Clerk for the fees under the terms established hereinafter.
A.
Display of permit. The permit shall be hung from the rearview mirror outward-facing so that it is clearly visible from the street.

B.
Number of permits. The maximum number of permits to be issued for each public parking lot is hereinafter noted. The maximum number of permits which any individual, corporation, partnership or other entity may purchase shall be 10.

C.
Validity period. The Jackson-Chestnut-Perry Streets Parking Lot Permit shall be valid for one calendar year, from January 1st to December 31st. The Bank Street Parking Lot Seasonal Permit shall be valid for one parking season consisting of the months of May, June, July, August, September, and October.
D.
Transferability. Permits for the Jackson-Chestnut-Perry Streets Parking Lot shall be nontransferable and shall be issued for a particular vehicle, the license plate number of which shall appear on the permit. Permits for the Bank Street Parking Lot shall not be issued for any particular vehicle (no license plate number shall be designated on the permit) and the Bank Street Parking Lot Permit may be used for different vehicles at different times.
E.
Locations. The permits for the Jackson-Chestnut-Perry Street Parking Lot shall be honored in the Bank Street Parking Lot, but the permits for the Bank Street Parking Lot shall be valid only at the Bank Street Parking Lot.

The Chief of Police or other issuing authority designated by the Mayor is authorized to issue limited purpose "Official Business" or "Special Event" parking permits. The permits shall allow the parking of a vehicle displaying same in lieu of depositing the required coins in a parking meter. The following restrictions shall apply to the issuance and use of such permits.
A.
Purposes and justification for permit. Permits may be issued only for official business of the City, for emergencies or public safety or security situations, or for access to special public events approved by the City. Applications for permits shall be on a form authorized by the Mayor, which form shall require adequate justification and acknowledgement of compliance with terms of this chapter.
B.
Limits on permit use. Permits shall not be issued or used for private or commercial parking, employment-related parking, residential parking, nor for any parking that is not directly related to the purposes set forth in Subsection A above. Permits shall be dated, signed by the issuing authority, clearly identify the vehicle and/or authorized user, and shall not be transferable.
C.
Display of permit. The permit must be in close proximity to and clearly visible through the front windshield of the parked vehicle.
D.
Public listing and revocation of permits. The issuing authority shall periodically submit and maintain an up-to-date list of all permits, complete with all pertinent information, in the office of the City Clerk for public inspection. Any permit may be revoked at any time by the issuing authority or by order of City Council, which may, by resolution, establish rules to further regulate the issuance and use of parking permits.
No person shall cause or allow or permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking meter zone or public parking area as herein described or without depositing the fee prescribed. In all of the zones and areas described above the provisions of N.J.S.A. 39:4-138 and N.J.S.A. 39:4-139 shall apply.
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this chapter.
Parking meters shall be in operation in accordance with the terms of this chapter, as set forth in Subsections 7-44.3 and 7-45.3.
In parking meter zones, parking other than in marked metered spaces shall be in violation of this chapter.
The Chief of Police or, in his absence, the next highest ranking Police Officer, is authorized to designate any parking meter space or spaces as a No Parking Zone when required to accommodate special activities, events or emergencies.
Handicapped persons shall mean a person as defined in N.J.S.A. 39:4-204. Handicapped persons properly displaying a special license plate or placard or parking permit issued by the State of New Jersey under N.J.S.A. 39:4-205 or any other state, district or territory of the United States, or by Canada in accordance with N.J.S.A. 39:4-207.5 shall not be required to pay parking meter fees.
A.
Display of placard or wheelchair symbol license plate. The windshield placard must be clearly visible through the front windshield of the vehicle. The wheelchair symbol license plate must be attached to the rear and front (rear only for states or districts which only issue one license plate) of the vehicle for which the same are issued in a manner that they can be clearly and plainly seen.
B.
Limits of applicability. Exemption from parking meter fees shall only apply to a vehicle properly displaying a placard and/or wheelchair license plate when the handicapped person to whom the same is issued is the driver or passenger.
C.
Time Limit. Any vehicle properly displaying a placard and/or wheelchair license plate may only remain parked in one location for up to 24 hours. Any vehicle remaining in one location in excess of 24 hours is subject to penalties.
All passenger transportation, buses, and other vehicles transporting passengers for hire, except taxicabs licensed by the City and a public transportation utility maintaining regular passenger schedules to and from and within the City, are required to follow a designated bus route established by resolution of the City Council.
Areas for the parking, loading and unloading of buses shall be established by resolution of the City Council.
A.
Unloading regulations. All passenger transportation buses, and other vehicles transporting passengers for hire, except taxicabs, are prohibited from parking, loading or unloading passengers within the City, except within the areas designated by Subsection 7-53.1 as the bus parking area, and at other areas which may from time to time be authorized in writing by the Chief of Police; except that a public transportation utility maintaining regular passenger schedules to and from and within the City shall be permitted to park, load and unload those buses which are then being utilized in such regularly scheduled passenger service at the area heretofore established by City ordinance as bus stops, or bus parking areas.
The fee for parking each passenger transportation bus or other vehicle transporting passengers for hire in the area designated in Subsection 7-53.1 shall be established by resolution of the City Council.
Persons desiring to park buses or other vehicles in that area for extended periods of time may enter into a contract with the City to do so, in which case the fees provided for in the contract shall apply in lieu of the fees provided for in this subsection.
No passenger transportation motor bus or other passenger vehicle transporting passengers for hire may be parked in the area designated as the bus parking area unless the vehicle shall have obtained, in advance, a bus parking permit, permitting such parking, from the City Clerk. All such passenger transportation motor buses or other vehicles transporting passengers for hire to the City must have such permit prominently displayed on the right side of the front windshield of such vehicle before entering the City.
All applications for the permit referred to in Subsection 7-53.4 shall, in order to be considered, be received in the City Clerk's office not later than 10 days before the day on which such passenger transportation bus or other vehicle transporting passengers for hire is intended to be parked in the bus parking area. The application shall be considered only if there is sufficient available parking space for the vehicle in the area designated in Subsection 7-53.1. Such application shall be made on application forms which will be supplied upon request by the City Clerk and shall be accompanied by cash or check, in an amount sufficient to meet the request fee as required by Subsection 7-53.3.
The City Council may, by resolution, authorize the sale of permits and establish the fees and regulations for seasonal parking of automobiles at areas designated in Subsection 7-53.1.

Parking in front of private driveways shall be permitted whenever:
A.
The parked vehicle and driveway are owned by the same person; or
B.
The parked vehicle is owned by a member of the household owning the driveway; or
C.
The owner of the driveway authorizes the vehicle to be parked in front of the driveway.
D.
The parked vehicle is not in violation of any law or ordinance and is not interfering with the normal flow of traffic. Such vehicle will not be in violation if parked in a metered zone.
E.
The parked vehicle will not negatively impact or reduce the amount of existing on street parking spaces and the area in front of the private driveway accommodates at least 16 feet of space (encompassing the curb cut and adjoining curb lines) without reducing public street parking. Determination of compliance with these conditions shall be made by the Public Works Superintendent and appealable to the City Manager.

A completed application for a permit must be filed in the Office of the City Clerk by the owner of the private driveway for which the permit shall be issued on an annual basis. The application must be reviewed, approved, and signed by the Chief of Police.

A.
A permit fee of $25 per permit shall be paid at the time that the application is filed and shall be paid upon any annual renewal. In addition, any applicant requesting painting or striping for driveway parking permitted herein shall be subject to an additional $100 fee which represents the anticipated costs of time and materials for the Public Works Department to perform such work. In the event that a permit is lost or destroyed, the applicant shall pay a fee of $25 for a duplicate hang-tag permit.
B.
Should an applicant be denied a Private Driveway Parking Permit but still want the driveway striped, the applicant shall pay an additional $100 in addition to the $25 permit fee referenced above for the City providing that service, or should a property owner wish to have their private or commercial driveway striped without obtaining a Private Driveway Parking Permit, the fee for driveway line striping shall be $125.

The permit shall be in the form of a hang-tag, and shall identify the location of the driveway in front of which the parking of a motor vehicle is permitted. The permit shall be hung in the rearview mirror of the vehicle occupying the permitted parking space and shall bear an appropriate certification of authenticity.

An owner of a private driveway shall be eligible to apply for one permit for his or her own motor vehicles or for use by other parties authorized by the owner to park in front of the private driveway.
The permit shall be displayed prominently within the vehicle when it is parked so as to be seen from the middle of the street.
Vehicles with handicapped license plates, windshield placard or temporary placard, shall not park in a handicapped parking space restricted to a resident without a permit issued by the Chief of Police.

A.
An on-street parking permit may be issued to the owner or occupant of any residential property that does not have an existing off-street parking space and cannot, under current zoning regulations, create at least one off-street parking space on the site. No applicant shall be eligible for an on-street parking permit if the property is required to be licensed as a Short-Term Rental under Chapter 310, Article IV. For the avoidance of any doubt, a property may not simultaneously be licensed under Chapter 310 Article IV and hold an on-street parking permit under this section.
B.
A property shall not qualify for an on-street parking permit if it has an area of at least 9' x 18' usable for a conforming off-street parking space in the side yard beyond the front facade of the building, or if the property has vehicle access to the rear.
C.
The space for which the permit is to be issued is in front of the person's home or, if there is no space in front of such home, the next appropriate closest space as determined by the City.
D.
No more than one on-street permit may be issued for any one building or tax lot regardless of the number of residential units contained in the building. This shall include multi-family development within one building, apartment buildings, and apartments over detached garages (to the extent otherwise permitted under the zoning regulations).
E.
Any one homeowner or building or property cannot hold both an on-street parking permit and an on-street reserved handicapped parking permit simultaneously.
F.
For the avoidance of any doubt, this section is not intended to provide on-street parking permits for commercial properties.

A completed application for a permit must be filed in the Office of the City Clerk by the person to whom the permit shall be issued. The application shall include the following information:
A.
The name and address of the person who resides in the property for which the permit is to be issued;
B.
The name and address of the owner of the property;
C.
A copy of the applicant's driver's license;
D.
Certification of ownership and acknowledgement that the property is not utilized for Short-Term Rental. This certification shall be required upon any renewal;
E.
An accurate survey of the property; and
F.
The permit shall be valid from February 1 through January 31 and must be renewed annually.
G.
The permit shall be issued only on a calendar year basis and shall not create a right with respect to any property for which the permit is issued. Upon the transfer of any such property, the new owner shall be required to apply for a permit to be reviewed and, if acceptable, issued in accordance with the terms and conditions of this section. Upon transfer, the new owner shall initially be required to only pay the non-refundable application fee. The City also reserves the right, in its governmental discretion, to repeal this § 7-56, in which case all permits issued shall automatically terminate.

A.
A nonrefundable application fee of $25 shall be paid at the time that the application is filed to defray the cost of processing the application.
B.
The application shall be reviewed by the Superintendent of Public Works (or his/her designee) and Zoning Officer and sent to the City Clerk with a recommendation for issuance or denial. Such recommendation shall be based solely on the qualifications and criteria set forth in this section and the state and local parking regulations. Unless there is reason stated by the Zoning Officer or Superintendent of Public Works (or his/her designee) for nonissuance, the permit shall then be issued by the City Clerk, subject to payment of the applicable permit fee.

A.
The on-street parking permit expires February 1 annually and an application for renewal, meeting all of the requirements contained in § 7-56.2, and applicable permit fee shall be submitted by January 31 annually. If the applicable fee and renewal application are not paid and submitted in full prior to February 1 annually, a late charge of $150 will be assessed to the applicant.
B.
If the holder of any permit for the property at which the permit is issued no longer meets the criteria and qualifications contained in this section, the permit shall be revoked. The filing of an application for a Short-Term Rental License for the property shall constitute cause for immediate revocation of the permit.

The City shall place signs at each reserved space identifying it as a reserved parking space and subjecting violators to fines and towing.

The Welcome Center Parking Lot is hereby established as the parking area located at the intersection of Broad Street and Elmira Street, known as Block 1060, Lots 1, 2, 3, and a portion of Lot 34, on the current tax map.
No person shall park a vehicle for longer than 30 minutes in the Welcome Center Parking Lot between the hours of 9:00 a.m. and 5:00 p.m. There will also be metered parking at the Welcome Center Parking Lot between the hours of 5:00 p.m. and 10:00 p.m. pursuant to the terms and conditions of Subsection 7-45.7.[1]

Any vehicle that has been parked or left standing upon any public street April 1 through December 31 for 21 calendar days or more may be deemed abandoned, and the person found to be in violation may be subject to the penalties set forth in § 7-4. This provision shall be interpreted as a minimum limitation. To the extent a narrower duration or specific permit limitation is set forth in the City Code for a specific type of vehicle or location, the narrower duration or specific permit limitation shall be applicable.
Any vehicle found to be in violation of this section may be subject to removal pursuant to § 7-3. However, no vehicle will be removed or towed pursuant to § 7-58A before first attempting to contact the owner regarding the status of the vehicle, unless the Police Department finds emergent circumstances warrant immediate removal of a vehicle related to public health, safety, or necessary flow of traffic.
B.
No inoperable or unregistered vehicles may be parked in any public street, right-of-way, or on public lands for longer than 24 hours. Nothing contained herein shall prohibit the owner of any such vehicle from storing same on private lands, provided that the vehicles are stored within a roofed building and out of public view.
C.
Any vehicle parked or left standing upon a public street, right-of-way, or public lands that is found to be seeping, leaking, or draining any oil, grease, paint, other petroleum products, hazardous materials, volatile chemicals, pesticides, herbicides, fungicides, or waste (solid, liquid or gaseous) and that is determined by the Police Department, or the Fire Department to constitute a fire or environmental hazard, or is otherwise detrimental to human life, health, or safety.
