It shall be unlawful for any person to place, or cause to be
placed, or to leave or to permit to be or remain upon any public street,
sidewalk, alley, or other public place in the City any goods, wares,
merchandise, boxes, barrels, handcarts, benches, seats, or any article
or substance which shall obstruct the passage thereof.

It shall be unlawful for any person to pack or unpack, or to
cause or permit to be packed or unpacked, any goods, wares, or merchandise
in or upon any public street or sidewalk in the City.

The provisions of §
5-7.01 of this chapter shall not apply to:
(a) Goods or merchandise in actual process of receipt, delivery, or removal;
(b) Building materials for use in work being actually carried on and
for which permission has been obtained from the Council or Superintendent
of Streets; and
(c) Any public necessity or convenience for which express permission
has been obtained from the Council.
