It shall be unlawful for any unauthorized person or firm to turn on City utilities, namely water and natural gas, at any residence, building or plot of ground in the corporate limits or outside the corporate limits of the City of Bismarck, Missouri.

The Mayor and the Superintendent of the water and natural gas companies are the only persons authorized to turn on or shut off such services. In cases of extreme emergencies the water or gas may be shut off by any competent person, but under no circumstance shall same be turned on by anyone other than an authorized person unless it is an extreme emergency.

No City utility shall be furnished to any owner/occupant of any rooming house, rooming unit or residential dwelling when the residential unit in question has failed to meet the standards as determined by the City Building Inspector.

After services have been discontinued or disconnected for non-payment of garbage, natural gas, sewer or water bills, no person shall reconnect same other than an authorized person. It is also hereby declared to be unlawful to connect sewer or water lines to any person's private sewer or water lines.

A. 
No person, firm or corporation shall be permitted to tap on to any City gas, sewer or water lines inside or outside the corporate City limits before contacting City Hall Officials and City employees shall perform all tapping to City gas, sewer and water mains.
B. 
The fee for tapping to gas, water and sewer will be the cost of all materials and labor of City employees for the installation of lines and for the tapping to the main line. All of these costs will be paid to the City of Bismarck, Missouri, by the person, firm, or corporation having the tap-in made. Excavating expenses will be paid directly to the excavator by the person, firm, or corporation having the tap-in made.
