Special service charge. Whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or involving an extraordinary expenditure of time and effort to accommodate the request, the public agency may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copies; provided, however, that in the case of a municipality, rates for the duplication of particular records when the actual cost of copying exceeds the foregoing rate shall be established in advance by ordinance. Reinspection. For each reinspection of plumbing caused by the failure of the licensee to comply with the provisions of the subcode and the permit issued, a fee of $25.
(11) 
Annual permit. Annual permits shall be permitted in accordance with the New Jersey Uniform Construction Code Chapter 5:23-2.14. The fee shall be $250 per maintenance worker, engaged in work that is governed by a subcode and employed by the facility. A training registration fee of $140 per subcode for each trainee shall be charged.
(12) 
Surcharge fee on new construction. In order to provide for the training, certification and technical support programs required by the Uniform Construction Code Act and the regulations, the enforcing agency shall collect, in addition to the fees specified above, a surcharge fee of $0.0006 per cubic foot of volume of new construction. Said surcharge fee shall be remitted to the Bureau of Housing Inspections, Department of Community Affairs, on a quarterly basis for the fiscal quarter ending September 30, December 31, March 31 and June 30 and not later than one month next succeeding the end of the quarter for which it is due. In the fiscal year in which the regulations first become effective, said fee shall be collected and remitted for the third and fourth quarters only.

B. 
Fines and penalties. Fines for violation of certain regulations. Owners of animals who are found in violation of any of the subsections of § 82-14, Regulation of dogs, cats and other animals, shall be subject to the imposition of the following fines: first offense, $10; second offense, $20; third and subsequent offense, $50 for each such offense. The Animal Warden shall issue notices of violation in ticket form.
A. 
Performance and maintenance guarantees. For all utilities under the jurisdiction of the Bureau of Public Utilities, a blanket corporate bond acceptable to the Township Solicitor in the amount of $25,000 may be deposited with the Township in full force and effect in lieu of a separate bond or escrow for each required permit as surety for the performance and maintenance period. Said maintenance period shall be for a period of two years and shall commence after the final inspection of the work performed under the permit and the acceptance of the work by the Township.

C. 
Permit fees. Prior to the issuance of a permit, the applicant shall pay to the Public Works Manager a fee of $30 to cover the cost of administration. In addition, a fee to cover the cost of inspection shall be determined by the Engineer. Said inspection fee shall not be less than $30, and, for each $1,000 estimated cost of right-of-way restoration in addition, $30 per $1,000 of estimated cost shall be paid to the Township for inspection prior to the permit's being issued. For sidewalk and/or apron replacement only, the applicant shall pay, in cash, a fee of $50 to cover the cost of administration and inspection.
(1) 
The fee is to be posted as surety for all work to be done within the right-of-way (other than sidewalk and/or apron replacement only) shall be $250 for 10 square feet of opening or less and an additional charge of $10 per square foot in excess of the first 10 square feet. The posting of said surety shall not be required of a utility company under the jurisdiction of the Bureau of Public Utilities or a contractor who has posted an approved blanket bond as provided for under § 87-11, Performance and maintenance guaranty. The cost for inspection for all work performed by a utility company under the jurisdiction of the Bureau of Public Utilities shall be based on the amount of time required for inspection by the Engineer billed to the utility company on a monthly basis at the rate of two times the hourly rate of the Engineer.
D. 
Violations and penalties. Any person, partnership, association or corporation opening or attempting to open any road, street, avenue, highway or right-of-way of the Township without first securing a permit or violating any provisions of this chapter shall be subject to a fine not exceeding $500 or imprisonment in the county jail not exceeding 90 days, or both.

B. 
Violations and penalties. Any person violating the provisions of Chapter 93 and/or the State Fire Code shall be subject to the penalties enacted for the New Jersey State Fire Code and also may be subject to fines of up to $500 and/or 30 days in the county jail, and the Fire Official is hereby given the power, along with the Code Enforcement Officer in the Township of West Deptford, to close down any building not in compliance with the Fire Code and to withhold any required permits, such as but not limited to the certificate of occupancy.

In the event that a business or structure is not described in this schedule, the West Deptford Water and Sewer Department shall determine the minimum equivalent domestic consumer units.
(2) 
All applications for a sanitary sewer extension as required in accordance with § 132-3 of this chapter, entitled "Connection requirements," shall require the filing of eight sets of plans and specifications to the Township Engineer for review and approval. All costs and fees associated with municipal, county, state and federal plan reviews, including approvals and inspections, shall be the responsibility of the applicant. The applicant shall also be responsible for the sewer connection permit fees. In no instance shall the Department issue a sewer connection permit until concurrent approvals from state, county and federal regulatory agencies have been received by the Department.
Redemption of carts. Within the time set forth in § 135-5, the owner or lessee of an abandoned cart taken into custody by the Township Road Department may obtain said cart upon payment of a fee of $5 for each said cart to the Township of West Deptford to cover the cost of recovery and administration of this chapter.
A. 
License fees. The fees for the issuance of the licenses herein referred to shall be as follows:
(1) 
For each taxicab license, the sum of $50 per year or any fraction thereof for the first cab, and for any additional cabs the license fee shall be $10 for each said additional cab.
(2) 
For each taxicab driver's license, the sum of $5.
B. 
The fees herein fixed for the issuance of such licenses are imposed for costs of administration, and no license shall be issued according to the provisions of this chapter until fees prescribed by this chapter are paid. All licenses are required to be stamped by the Township, and a stamped license shall be prima facie evidence of payment of the fees described herein.

Fees for spaces; exemptions. For each trailer, trailer coach, or mobile home space set-off, pursuant to the provisions of this chapter, there shall be charged a fee of $10 per month for any space that is occupied during any portion of the month in excess of one week. The trailer park management shall be responsible to the Township of West Deptford for the payment of said fee of $10 a month for each trailer, trailer coach, or mobile home, that shall be parked in the trailer park, trailer court or mobile homes court, during the previous month. All of the above mentioned fees are to be paid in cash to the Township on a monthly basis, together with a written monthly report for the previous month concerning the occupancy of each space.
(1) 
There shall be an exemption for each trailer, trailer coach or mobile home space set off pursuant to the provisions of this chapter, in the amount of $10 for a senior citizen as provided below.
(2) 
The exemption shall only apply to a mobile home being occupied and owned by a senior citizen in the Township of West Deptford. "Senior citizen" shall be interpreted and defined as a senior citizen who would qualify for the tax reduction program and only so long as that person would qualify for the tax reduction program in the State of New Jersey, Township of West Deptford.
