The Board of Aldermen is hereby authorized to enter into contract with individuals who live outside the corporate limits of the City and who are desirous of obtaining City water for their own use, to provide them with water service. The Mayor is appointed the contracting agent for the City and it shall be his duty to negotiate the contract with any individual so desiring water service, subject to the approval of the Board of Aldermen in each contract.

A. 
In a contract under this Article, it shall be provided that a service charge in addition to the regular water rate be charged for this water service.
B. 
The service charge provided in this Section shall be ten percent (10%) of the regular usage rate per month for each connection.

Without a contract under this Article, it shall be unlawful for any resident to take water, provided by the City, from his property to any area without the City limits.
