Any person, firm or corporation who or which shall erect, construct,
alter or repair a building or structure to be used for human occupancy
without first obtaining a certificate from the Health Officer of the
Town of Voluntown certifying that the sewerage facilities for the
building have been constructed in accordance with the regulations
of the Public Health Code of the State of Connecticut shall be fined
as determined by the Board of Selectmen on an as-needed basis, not
to exceed the statutory maximum, for each day that the violation of
this article shall continue.
