Pursuant to N.J.S.A. 40A:9-136 et seq., there is hereby created the position of Administrator of the Borough of Bloomingdale, Passaic County, State of New Jersey.

a. 
The Office of Administrator of the Borough of Bloomingdale is hereby established.
b. 
The Administrator shall be appointed by the Mayor with the advice and consent of the Council.

a. 
The Administrator shall be chosen on the basis of executive and administrative abilities and qualifications with special regard to education, training and previous experience.
b. 
The Administrator shall be exempt from any Borough residency requirements.

The Municipal Administrator shall serve at the pleasure of the governing body as hereinafter provided.

a. 
The Administrator may be removed by a 2/3 vote of the governing body. The resolution of removal shall become effective three months after it is adopted by the governing body. The governing body may provide that the resolution shall have immediate effect; provided, however, that the governing body shall cause to be paid to the Administrator forthwith any unpaid balance of his or her salary and the salary for the next three calendar months following adoption of the resolution.
b. 
The Administrator shall not engage in any organized political campaigns within the Borough or have any interest, directly or indirectly, in any contract, subcontract, job for work, materials or services or the profits thereof to be furnished or performed for the Borough.

The compensation of the Administrator shall be established in the Salary Ordinance.

a. 
The Administrator shall administer the business affairs of the Borough under the supervision and approval of the Mayor and Council to the extent not prohibited by law. The Administrator shall see that all ordinances, resolutions and policies of the Mayor and Council and all State laws subject to enforcement by municipal action are faithfully enforced and executed. The Administrator shall have authority to perform and administer, but shall not be limited to, the following:
1. 
Represent the municipality and assert its proper interest in relation to the Federal, State and other political subdivisions and with respect to municipal contracts, subcontracts, franchises and other business transactions.
2. 
Attend all meetings of the Borough Council with the right to take part in the discussions, but without the right to vote.
3. 
Keep the Mayor and Council advised of the financial condition of the Borough, make reports to the Mayor and Council as requested by it and, at least once a year, make a comprehensive report on the administration of the municipal government for the benefit of the Mayor and Council and the public.
4. 
Study the governmental and administrative operations and needs of the municipal government and prepare and recommend to the Mayor and Council necessary and desirable plans and programs to meet present and foreseeable needs.
5. 
Supervise the administration of all departments and offices of the Borough in consultation with the respective Council Chairman and department heads.
6. 
Receive, distribute and follow up requests for information and complaints from citizens on all municipal problems and keep the Borough Council informed on all such matters.
7. 
Compile and edit releases of information for the public and the press as directed by the Borough Council.
8. 
Perform such other duties as may be required of the Administrator by ordinance or by resolution of the Borough Council.
b. 
Nothing contained herein shall be construed to derogate from or authorize the Administrator to exercise powers exclusively vested or to undertake duties exclusively imposed by law upon the various elected and appointed officers, boards and commissions of the Borough of Bloomingdale.

The Administrator shall:
a. 
Direct and supervise the administration of all departments of the Borough government and be responsible for the maintenance of sound personnel policies and administrative practices under the direction and approval of the Mayor and Council.
b. 
Approve all bills, vouchers and payrolls subject to preaudit control for submission to the Mayor and Council.
c. 
Maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
d. 
Establish working, personnel, vacation and sick leave schedules and appropriate records and reports of same.
e. 
Make recommendations for the internal organization of each department.
f. 
Make recommendations for the assignment and transfer of administrative functions, powers and duties among and within departments to the Mayor and Council.
g. 
Delegate to department heads such of his or her powers as he or she may deem necessary for efficient administration to the extent not prohibited by law.
h. 
The Administrator shall maintain liaison with the Borough Treasurer by continuous review of operating expenses and report periodically to the Mayor and Council on the status of all accounts.
i. 
Supervise and continually review the Borough's insurance program.
j. 
Recommend to the Mayor and Council assignments and scheduling for all departments and offices. The Administrator shall also have the administrative authority over the work of all clerical personnel.
k. 
Serve as the Personnel Officer of the Borough and, as such, hire and promote Borough employees and, when he or she deems it necessary or advisable for the betterment of the Borough, institute appropriate disciplinary action, including but not limited to suspension, demotion and discharge, based upon the recommendation of the respective department heads. It is further provided that any action taken under this Subsection shall be reported to the Mayor and Council.
l. 
Obtain from the head of each department, committee, board, commission, agency or officer of the Borough estimates of revenues, expenditures or other supporting data he may deem necessary for the preparation of the annual budget.
m. 
Serve as Director of Utilities.

During the absence or disability of the Administrator, the Mayor and Council may by resolution appoint an officer of the Borough to perform the duties of the Administrator.

a. 
There is hereby created the position of Assistant to the Administrator.
b. 
Qualifications. The Assistant to the Administrator shall have the ability to work with minimal supervision, compose correspondence, excellent typing skills and the ability to deal effectively with the public. The ability to take dictation is preferred.
c. 
Appointment. The Assistant to the Administrator shall be appointed by the Mayor with the advice and consent of Council.
d. 
Duties. The Assistant to the Administrator shall assist the Administrator in the performance of his/her duties. He/she shall handle correspondence, special projects and other duties assigned by the Administrator.
e. 
Compensation; Hours. Compensation shall be provided in the Salary Ordinance adopted by the Mayor and Council. Hours of work shall be as approved in the annual budget.
