A Public Works Department is hereby established in the Borough of Woodlynne, New Jersey, to consist of one Public Works Repairer, full-time, and such other personnel as may from time to time be deemed necessary by the Mayor with the advice and consent of Borough Council.
A Public Works Committee shall be appointed by the Mayor from among the members of the governing body with the advice and consent of the governing body.
The direct supervision of the Department of Public Works shall be vested in the Chairman of the Public Works Committee, who shall be appointed by the Mayor with the advice and consent of the Council. He shall ensure that all measures deemed necessary or expedient for the welfare of said Borough by the governing body are faithfully executed.

The following responsibilities and procedures have been set by the governing body of the Borough of Woodlynne:
A. 
All employees involved in snow removal are expected to be available to assist in snow removal operations. This is a required condition of employment.
B. 
Public Works Foreman/Supervisor.
(1) 
May make decision to declare snow emergency (pending contact with the Mayor, Chair of Public Works, and emergency management).
(2) 
Only employees with prescheduled leave of absence shall be excused from reporting to snow removal work. All vacations are subject to approval and seniority basis.
C. 
Employee responsibility and call-in procedure. The following conditions exist for all public works employees involved in snow removal operations. Please be aware of you responsibilities.
(1) 
All employees are expected to be available for snow removal operations as a condition of employment. The only exception is preapproved scheduled time off.
(2) 
The Foreman/Supervisor may make the decision to declare a "snow emergency". Whenever possible, employees will be notified in advance when their services will be required.
(3) 
If a storm has been forecasted, employees will be notified during regular working of a start time, if possible. All employees involved in snow removal operations must provide the Foreman/Supervisor with a phone number at which they can be reached. Also please contact Foreman/Supervisor should you have any questions on procedure and/or anticipated start time.
(4) 
Your support and cooperation on behalf of you Foreman/Supervisor, Mayor and Council is appreciated and expected.
D. 
Responsibilities of Foreman/Supervisor.
(1) 
To be on call and available during snow and ice control operations.
(2) 
To see that assigned routes have been plowed, sanded and/or salted in accordance with bare pavement and curb-to-curb policy as physically possible.
(3) 
To make sure all equipment is properly checked by employees assigned to them. All equipment will be checked to ensure it is properly cleaned, greased and fueled, as follow up to any weather incident.
(4) 
To coordinate all activities with employees and assist in completion of all routes.
(5) 
To give written report to the Director of Public Works Department of all activity during weather event (e.g., man hours spent, hours worked, loads used). This is to be done in a timely manner, should any questions arise.
E. 
Vehicle maintenance responsibilities/vehicle preparation. The on call employee will be responsible to:
(1) 
Respond to any complaint calls from residents via Police Department or Borough Hall employees.
(2) 
If the on call employee cannot handle or adequately perform the required salting/sanding or plowing situations, they are to contact the Foreman/Supervisor immediately.
(3) 
The on call employee will be required to keep a written log of all events regarding weather incidents (e.g., times called out, location, sand/salt amounts used, fuel amounts used).
F. 
Salt and sanding. Salt and sanding shall begin prior to any measurable accumulation of snow. This may continue until snow begins to accumulate on road surfaces. Plows are to be down to remove snow; salting to continue. Salting and/or sanding will stop only when full plowing operations begin. Experience and judgment are required in this phase.
G. 
Plowing.
(1) 
Plowing of snow will follow the salt/sanding procedure as outlined. Plow will be kept down at all times when roads are snow covered. Keep in mind that plowing operations will differ from storm to storm due to many factors such as depth, temperature, etc. Continuous plowing throughout snowstorms may be required and may make unusual demands on employees.
(2) 
Our goal is to clear the municipal streets as quickly and safely as possible. Please be aware this will vary depending on severity and length of storm. All employees are expected to be aware of each other and give each other sufficient rest time in the event of extreme weather event.
(3) 
Traffic and sun are necessary to achieve a bare pavement. However, proper salting is also necessary in achieving this goal. Please make sure the firehouse/ambulance squad area is cleared as quickly as possible for any emergencies that may arise during a snow event. School area should also be made clear for the safety of school personnel and students. Please notify county dispatch and/or Police Department if any vehicles are parked in designated no parking areas or impeding safety and progress of snow removal process.
H. 
Equipment maintenance after plowing operation. The day following a storm all vehicles are to be thoroughly checked by the driver. All damage and/or repairs are to be reported immediately to the Foreman/Supervisor. Maintenance on each truck shall include a thorough washing with high-pressure truck washer and includes all areas under fender wells, as well as plows. Plow should be checked for broken bolts and cracks, and ensure they are properly greased. Plow pumps are to be checked for leaks and that they are working properly. Salt spreaders are to be cleaned thoroughly to avoid corrosion.
