A. 
In the interpretation and application of this chapter, the provisions hereof shall be deemed to have prescribed the minimum requirements for the promotion of the health, safety, morals and general welfare. It is not intended to interfere with or abrogate or annul other rules, regulations or ordinances; provided, however, that where this chapter imposes greater restrictions upon the use of buildings or premises or upon the height or bulk of a building or required larger open spaces, the provisions of this chapter shall control.
B. 
Words. Unless the context otherwise requires, words used in the present tense shall include the future; the singular number shall include the plural, and the plural, the singular; the word "shall" shall be taken as mandatory and not optional; and the words "building," "used," and "abut" shall be interpreted as follows:
ABUT — Touching or adjoining.
BUILDING — Any building or structure.
USED — Arranged, designed, constructed, altered, converted, rented, leased, to make use of or intended to be used.
If any section, subsection, sentence, clause or phrase of this chapter or the location of any district boundary shown on the Zoning Map that forms a part hereof is for any reason held by a court of competent jurisdiction to be invalid, such a decision shall not affect the validity of the remaining portions of this chapter or Zoning Map. The Borough Council of the Borough of Bloomingdale hereby declares that it would have passed this chapter and each section or part thereof irrespective of the fact that any one or more sections or parts thereof is declared invalid.
This chapter shall take effect immediately upon the adoption hereof.
All ordinances or parts of ordinances inconsistent herewith are hereby repealed to the extent of such inconsistencies. The passage and taking effect of this chapter shall not abate or prevent the continuance of any proceedings instituted under the ordinances hereby repealed.
