A. 
The owner of any dog within the Borough of Woodlynne, Camden County, State of New Jersey, on or before the first day of March in each year, shall cause the same to be registered at the office of the Borough Clerk of said Borough of Woodlynne, and pay therefor a license fee as provided in Chapter 295, Fees, for each and every dog to be registered. All Seeing Eye dogs shall be registered as other dogs, except that the owner or keeper shall not be required to pay any fee therefor.
B. 
A late fee will be added to all dog licenses which shall be purchased after April 1 of each year. Such sum is to be deposited to the dog account to offset the expense of the Clerk of the Borough of Woodlynne.

The Borough Clerk shall assign a number to each dog registered, which number shall be stamped on a plate, together with name of the Borough and the year the license is issued. In case the tag is lost, another will be furnished by the Borough Clerk when he is notified of the loss by the owner; and for such new tag, the Clerk shall charge a fee as provided in Chapter 295, Fees. After the license is granted, the metal tag shall be worn at all times by the dog for which the license was granted, and if any dog does not have the license attached to him, it will be assumed that he is not licensed. Any person who keeps or harbors a dog on his premises or permits any dog there to remain shall be deemed to be the owner thereof.

Any person violating any of the provisions of this article shall, for each violation of any of the provisions hereof, on conviction thereof, be subject to a fine of not more than $500 or imprisonment for a term of not more than 90 days, or both.
