Unless the context of usage indicates otherwise, the meanings of
specific terms in this chapter shall be as follows:
The Federal Clean Water Act, as amended.
The American Society for Testing and Materials.
The Woodstown Sewerage Authority in the County of Salem,
the State of New Jersey.
The quantity of oxygen used in the biochemical oxidation
of organic matter under standard laboratory procedure in five days
at twenty degrees Celsius (20° C.), expressed in milligrams per
liter.
The Borough of Woodstown in the County of Salem, the State
of New Jersey.
The extension from a building wastewater plumbing facility
to the public wastewater facility.
Includes any property occupied by a nonresidential establishment
not within the definition of an industrial user (Class III), and which
is connected to the wastewater facilities.
The twenty-four-hour period beginning at 12:01 a.m.
An acquired legal right for the specific use of land owned
by others.
The United States Environmental Protection Agency.
The solid animal and vegetable wastes resulting from the
domestic or commercial handling, storage, dispensing, preparation,
cooking and serving of foods.
Water within the earth.
Any nonresidential user identified in Division A, B, D, E
or I of the Standard Industrial Classification Manual, 1972, Office
of Management and Budget. "Class III" shall also include any user
which discharges wastewater containing toxic or poisonous substances,
or any substance(s) which cause(s) interference in the wastewater
facilities.
The liquid wastes from industrial processes, as distinct
from domestic or sanitary waste.
Inhibition or disruption of any sewer system, wastewater
treatment process, sludge disposal system or their operation, which
substantially contributes to a violation of applicable discharge permits.
Any nongovernmental, nonresidential user of a publicly owned
treatment works which discharges more than the equivalent of 25,000
gallons per day (gpd) of sanitary wastes and which is identified in
the Standard Industrial Classification Manual, 1972, Office of Management
and Budget, as amended and supplemented under one of the following
divisions:
Division A Agriculture, Forestry and Fishing

Division B Mining
|
Division D Manufacturing
|
Division E Transportation, Communications, Electric,
Gas and Sanitary Services
|
Division I Services
|
Any nongovernmental user of a publicly owned treatment works
which discharges toxic pollutants or poisonous solids, liquids or
gases in sufficient quantity either singly or by interaction with
other wastes, to contaminate the sludge of any municipal systems,
or to injure or to interfere with any sewage treatment process, or
which constitutes a hazard to humans or animals, creates a public
nuisance or creates any hazard in or has an adverse effect on the
waters receiving any discharge from the treatment works.
Any outlet into a watercourse, pond, ditch, lake or any other
body of surface or ground water.
The National Pollutant Discharge Elimination System permit
program, whether administered by the EPA or by the State of New Jersey.
The person or persons who legally own, lease or occupy private
property with wastewater facilities which discharge, or will discharge
to the Authority's wastewater facilities.
Any person which has been issued a permit for discharge of
industrial waste by the Authority.
Any individual, firm, company, association, society, partnership,
corporation, municipality or other similar organization, agency or
group.
The logarithm of the reciprocal of the hydrogen ion concentration
expressed in grams per liter of solution as determined by Standard
Methods.
The reduction of the amount of pollutants, the elimination
of pollutants or the alteration of the nature of pollutant properties
in wastewater prior to discharge to the Authority's wastewater facilities.
Any regulation containing pollutant discharge limits promulgated
by the EPA in accordance with Section 307(b) and (c) of the Act, which
applies to industrial users.
Garbage that has been shredded to such a degree that all
particles will be carried freely under flow conditions normally prevailing
in the wastewater sewers, with no particle greater than 1/2 inch in
any dimension.
All premises used only for human residency and which is connected
to the wastewater facilities.
Sanitary Wastewater (see definition below).
A sewer conveying sanitary wastewater.
Wastewater discharged from the sanitary conveniences of dwellings,
office buildings, industrial plants or institutions.
Wastewater (see definition below).
A pipe or conduit carrying wastewater or stormwater.
Sewage or wastewater (see definition below).
The latest edition of Standard Methods for the Examination
of Water and Wastewater, published by the American Public Health Association,
Water Pollution Control Federation and American Water Works Association.
The State of New Jersey.
A sewer or conveying storm-, surface and other waters, which
is not intended to be transported to a treatment facility.
Water which occurs when the rate of precipitation exceeds
the rate at which water may infiltrate into the soil.
The total suspended matter that either floats on the surface
of, or is in suspension in, water or wastewater, as determined by
Standard Methods.
Any of the pollutants designated by Federal Regulations pursuant
to Section 307(a)(1) of the Act.
A combination of liquid and water-carried wastes from residences,
commercial buildings, industries and institutions, together with any
groundwater, surface water or stormwater that may be present.
The combination of the wastewater sewers and treatment facilities.
The structures, processes, equipment and arrangements necessary
to collect and transport wastewaters to the treatment facility.
The structures, processes, equipment and arrangements necessary
to treat and discharge wastewaters.
The Water Pollution Control Federation.
