As previously ordained, the Borough's sewage collection system shall constitute a department of the Borough known as the "Sewer Department of the Borough of Woodlynne."

Any person or persons, firm or firms, corporations, partnerships or other entities utilizing the sewerage collection system of the Sewer Department of the Borough of Woodlynne shall be subject to the rules, regulations and fee schedules hereinbefore and hereinafter adopted by the Borough of Woodlynne.

A.
Any responsibility of the Authority in connection with the sewerage collection system terminates at the main. The owner of the premises connected to the sewer is responsible for the maintenance, repair, enlargement or replacement of the house connection from the premises served to the point where said house connection connects with the main.
B.
It is the responsibility of the property owner and/or the contractor to provide a traffic control plan when the scope of work requires one. The traffic control plan will be submitted to the Woodlynne Police Department. If it is determined that a police officer(s) must be present at the site for traffic control the arrangement will be made with the Woodlynne Police Department to provide the required police protection.
C.
The property owner is responsible for securing any and all required permits from the appropriate authority be it the State of New Jersey, County of Camden, Borough of Woodlynne.
D.
All connections to the sanitary sewer, as well as any existing sewer mains, installation of manholes must be made by a plumbing contractor licensed by the State of New Jersey.
E.
The owner of every existing house, building or structure and the owner of every house, building or structure hereafter to be constructed or acquired, which may be occupied or used by human beings, located along the line of a sanitary sewer now or hereafter constructed or acquired in the Borough of Woodlynne shall, within 30 days after the date on which the service of such sewer is made available to such house, building or structure, connect thereto, unless a toilet is now installed therein or shall have been installed therein prior to such date, and connect said toilet and any other sewerage facilities emanating from said house, building or structure to the sanitary sewer system under and pursuant to rules and regulations, which rules and regulations shall be filed in the office of the Borough Clerk.
If any such house, building or structure referred to herein shall be used for industrial or commercial purposes, the owner thereof shall, within 30 days after the date on which the services of said sewer are made available to said house or structure or prior to occupancy or use of said house, building or structure, whichever date shall be later, install such facilities as are necessary to accept and dispose of industrial wastes emanating therefore and connect such facilities with said sanitary sewer system under and pursuant to rules and regulations, which rules and regulations shall be filed in the office of the Borough Clerk.
If the owner of any house, building or structure referred to herein shall fail to make any installation or connection required by this chapter within the time herein required, the Borough may proceed to make such installation or connection or cause the same to be made and assess the costs thereof as a lien against such house, building or structure pursuant to and in accordance with the provisions of N.J.S.A. 40:63-64.
The Borough has adopted by ordinance a set of rules and regulations for furnishing sewerage service by the Sewer Department of the Borough of Woodlynne. Henceforth, these rules and regulations may be amended and updated by the Borough of Woodlynne governing body.
The Borough has adopted by ordinance a schedule of fees of $20 for single-family residential dwellings, apartments (per units charge), commercial, industrial and mixed uses for sewerage applications, connections and inspections. Henceforth, this schedule of fees may be amended and updated by the Borough of Woodlynne governing body.
The Mayor and Council shall establish a schedule of rates setting forth the fee of $20 to be charged by the Borough of Woodlynne Sewer Department for various types of usage. This schedule of rates shall at all times be kept on file by the Borough Clerk.
