The position of Borough Business Administrator is established
in the Borough of Brielle and in accordance with the provisions of
this section.

The Business Administrator shall be appointed by the Mayor and
the appointment confirmed by the Council in accordance with the Statutes
of New Jersey. The person appointed as Business Administrator shall
hold office until December 31 next following the appointment thereof.
A vacancy in the position of Business Administrator shall be filled
in the same manner as above and for the unexpired term only.

The Business Administrator shall be appointed on the basis of
his or her administrative abilities and with special emphasis being
given to experience in local municipal government including but not
limited to local ordinances, local governmental operations, municipal
finance, Federal and State laws, regulations and programs. Further,
the Business Administrator may hold one or more other municipal positions
in the Borough while at the same time fulfilling the duties and responsibilities
of the position of Business Administrator.

The Business Administrator shall be paid a salary as designated
in the Salary ordinance, payable bi-weekly or in conformance with
prevailing payroll procedures. The salary shall commence on the date
of appointment and confirmation as Business Administrator.

The Business Administrator shall be the Chief Administrative
Officer of the Borough. The Business Administrator shall exercise
supervision over all the Departments of the Borough, except the Police
Department, to the extent permitted by law. Further, the Business
Administrator shall be subject to the decisions, directives and policies
as established by the Borough Council.

The Business Administrator shall have the following duties and
responsibilities which are not intended to be all inclusive but rather
to be broad outlines of the duties and responsibilities of the Business
Administrator's Office.
a. With the approval of the Governing Body, research, initiate and carry-out
efficient and economical administrative, personnel and purchasing
procedures for all departments, offices, boards and agencies of the
Borough;
b. After consultation with department heads, develop personnel practices
consistent with the proper assignment of jobs;
c. Act as Chief Administrative Officer in the implementation of the
decisions and policies of the Governing Body;
d. Act as the liaison between the Governing Body and the officers and
employees of the Borough. This responsibility is not intended to preclude
the direct discussion between the members of the Governing Body and
any officer or employee of the Borough. It is intended rather to designate
one person who shall receive complaints, recommendations and any other
information which must or may be presented to the Governing Body for
decisions;
e. Investigate and report to the Governing Body the availability of
financial and other aid from the Federal and State governments;
f. Attend all meetings of the Governing Body and, in addition thereto,
attend meetings of department heads and other meetings of municipal
business whenever necessary or advisable;
g. Assist and advise the Governing Body in the preparation of the municipal
budgets;
h. Perform such other duties and responsibilities as may be assigned
to the Business Administrator by the Governing Body;
i. The above duties and responsibilities may be amended, deleted, transferred,
and increased by resolution of the Governing Body duly adopted.
