The use of vibrating seismograph equipment or any other exploratory
devices for oil and gas, including the drilling of holes and the use
of explosives for such purposes shall be prohibited unless the person,
individual, firm, partnership, association, corporation, club, society,
cooperative, trust, or other entity shall first make application to
the City of Weatherford and receive a permit for such purpose.
The application shall be made in writing to the City Clerk and
shall contain the name and address of the applicant, the exact location
or locations for which the permit shall apply, the nature of the devices
to be used in the exploration, and the extent and exact description
of any explosives sought to be used; and the time and place that said
exploration activity shall be performed.
Upon receipt of the application, the City Clerk shall transmit
same to the city Building Inspector who shall, within 24 hours after
receipt of the application, submit his report and recommendation as
to the issuance of such permit, and any limitations to be placed thereon.
The City Clerk shall issue such permit, in conformity with the
recommendations of the city Building Inspector.
Before receiving the permit, the applicant shall pay to the
City of Weatherford, a fee in the sum of $50, to be used by the City
of Weatherford, in the administration and supervision compliance with
this article.
Any applicant who feels aggrieved by the refusal or limitation
of such permit may appeal the action of the city Building Inspector
in the same manner as provided by the ordinances of the City of Weatherford
as to ordinary building permits.
Any violation of the laws of the State of Oklahoma or any rules,
regulations or requirements of any state or federal regulatory agency
having jurisdiction in reference to exploring by means of seismographic
methods for oil and gas deposits, shall also be a violation of this
article and shall be punishable in accordance with the provisions
hereof.
