The Wildwood Crest Police Department shall be and is hereby authorized by the Board of Commissioners of the Borough of Wildwood Crest to participate in a program as established by the New Jersey State Police, State Bureau of Investigation, whereby the Wildwood Crest Police Department can request and obtain criminal history record information for a noncriminal justice purpose to obtain such information for:
A. 
All current and prospective municipal employees and applicants for municipal employment;
B. 
For all municipal employees or applicants whose employment places said employees or applicants in direct contact with minors including, but not limited to, recreational department employment by the Borough of Wildwood Crest;
C. 
For all vendors for mercantile or other licenses as may be determined to be necessary for issuance of said license, and
D. 
For all vendors/bidders and persons receiving contract awards for service, inclusive of professional service contracts from the Borough of Wildwood Crest when said information is deemed necessary to protect the interests of the Borough of Wildwood Crest before award of same.
The procedures for obtaining said information shall be those as established by the New Jersey State Police, State Bureau of Investigation, and/or if there be no such procedure, that as established by the Wildwood Crest Police Department by standard operating procedures issued by the Chief of Police, Wildwood Crest Police Department, which procedures shall specifically include the use of the forms as issued by the New Jersey State Police Department and any future revised or supplemental forms for same.
The authorization of the Wildwood Crest Police Department to participate in this program shall commence upon final passage and publication of this ordinance and continue in effect unless said authorization is rescinded or revoked by the governing body of the Borough of Wildwood Crest.
The Wildwood Crest Police Department shall establish the approved fee or charge for obtaining said information, which fee/charge shall be the same as charged by the New Jersey State Police.
The Chief of Police of the Borough of Wildwood Crest or his designee shall be responsible for implementation and enforcement of policy and procedure necessary to comply with the provisions of participation in said program as established by the New Jersey State Police.
