(a) 
Regular meetings. The City Council shall hold its regular meetings on the first and third Tuesday each month. Meetings shall convene at the hour of 7:00 p.m.
(b) 
Special meetings. When the Mayor deems it necessary to call a special meeting of the City Council he shall issue his call therefor, which call shall be in writing and state the purpose of the meeting and the time of convening thereof, and cause a copy of the call to be served upon each member of the City Council by a police officer, in the same manner as summons is served upon defendants in civil suits in the circuit court, and the officer shall make full return thereof to the City Clerk. The notice of the call and the return of the officer shall be entered upon the journal of the Council and no business shall be transacted at any such special meeting except that for which the meeting was called.
(c) 
Holidays. If any regular scheduled meeting shall fall on a State or Federal Holiday, the meeting will be held on a new date agreed upon by the majority of the Council.

(a) 
At the first regular meeting of the City Council after the general City election each year, and at other meetings following the occurrence of a vacancy on a committee or the creation of a new committee, the Mayor shall, subject to approval of the City Council, appoint the membership of such committees as may be established by resolution of the City Council.
(b) 
The City Council may, by resolution, provide for such standing and special committees as it may consider desirable to facilitate the transaction of its business, and prescribe for the organization, powers and duties thereof.
