(a)
It shall be unlawful for any person to keep, conduct or maintain any billiard or pool hall or room, or to conduct, keep or maintain for use any billiard or pool table within the limits of the City without having first procured a license from the City Clerk as provided in this division.
(b)
Nothing in this section shall be construed to require any such license from any person who may have and maintain a billiard or pool table in any private residence for the use of the owner, his family or guests.

All applications for license under the provisions of this division shall be made in writing and filed with the City Clerk, and shall state the name of the person proposing and desiring to conduct, keep or maintain such billiard or pool hall or room, or billiard or pool tables; the proposed location of such hall, room or tables; and the names of the resident owners of real estate in the block where such hall, room or table is proposed to be maintained.

No person shall be granted a license to conduct, keep or maintain any billiard or pool hall or room, or to conduct, keep or maintain for use any billiard or pool table in any block within the City except with the assent of the majority of the resident owners of real estate in such block.

The fee or tax for a license under this division shall be at the rate of $20 per year for each billiard table, and $20 per year for each pool table, or 1/2 of such amounts for any license for a period of six months, or 1/4 thereof for any period of three months.

The City Clerk shall issue a license under this division for a term of not more than one year upon approval of the application by the clerk and payment of the license fee provided herein, or receipt from the City Clerk showing that such license fee has been paid.
