The neighborhood advisory commission is hereby established. The neighborhood advisory commission hereby created shall supersede any previous neighborhood advisory commissions.

(a) 
The neighborhood advisory commission hereby created shall consist of the Mayor, two individual citizens from each ward, and two City Council members for a total of 11 members. These members shall initially be appointed to serve until April 2011 and thereafter appointed to the terms as stated herein during the month of April each year, with the exception of the Mayor, by the Mayor with the approval of the City Council.
(1) 
The term of each City Councilman on the commission shall be two years. These terms shall be staggered.
(2) 
The term of citizen ward members shall be three years. These will be staggered in such a way that there are three initial members with a one-year term, three with a two-year term, and two with a three-year term.
(3) 
The Mayor shall serve a four-year term that coincides with their elected term in office.
(b) 
Any member may, after a public hearing before the City Council, be removed by a majority of the City Council for inefficiency, neglect of duty, malfeasance in office or other good and sufficient cause stated in writing. Vacancies on the commission occurring, other than through the expiration of the member's term, shall be filled for the unexpired term by the appointment of the Mayor.

All members of the neighborhood advisory commission shall serve as such without compensation and shall hold no other municipal office except as provided herein.

The neighborhood advisory commission shall elect its chairman and secretary from its members at large and shall create and fill such other offices as it may determine. The chairman and secretary shall serve for a term of one year. The commission shall hold at least one regular meeting in each month and shall adopt rules for the transaction of business and keep a record of its meetings and transactions which said record shall be a public record.

(a) 
The purpose of the neighborhood advisory commission shall be to improve and expand neighborhood cohesiveness, appearance and to recommend general guidelines relating to neighborhoods in the City of Butler.
(b) 
The commission shall act as a liaison for communication between the government of the City and existing and prospective neighborhoods and homeowners.
(c) 
The commission shall locate areas of improvement and strive to build pride and unity in those neighborhoods. The commission shall promote responsible home ownership and community betterment.
