The following words, terms and phrases, when used in the subdivision regulations, shall have the meanings ascribed to them in Section 22-5 of this article, except where the context clearly indicates otherwise.

For interpreting the subdivision regulations, certain terms are defined as follows:
ALLEY
A passage or way affording generally a secondary means of vehicular access to abutting properties and not intended for general traffic circulation.
CITY ATTORNEY
The City attorney of the City of Butler, Missouri.
CITY COUNCIL
The City Council of Butler, Missouri.
CITY ENGINEER
The City engineer, engineer consultant or the public works director of the City of Butler.
COMPREHENSIVE PLAN
The comprehensive or master plan of the City of Butler, whether in whole or in part, as adopted by the Butler Planning Commission, approved by the City Council and duly recorded in the office data, and other descriptive matter, for the physical development of the City or any portion thereto: including any amendment, extension, or additions thereof adopted by the City Council indicating the general locations for major streets, parks, schools, or other public open spaces, public building sites, routes for public utilities, zoning districts, or other similar information.
COUNTY CLERK
The office of the Bates County Clerk.
CUL-DE-SAC
A short street having one end open to traffic and being terminated at the other end by a vehicular turn-around.
DEVELOPER
Any person, firm or corporation engaged in the dividing, or subdividing of land into lots or parcels for conveyance within the scope and application of these regulations.
EASEMENT
A grant by the property owner of the use, for a specific purpose or purposes, of a strip of land by the public, utility companies, or private individuals.
HIGHWAY
A major street ordinarily, but not necessarily, designated as a numbered federal, state or county highway and designed to accommodate primarily inter-city and rural traffic movements.
IMPROVEMENTS
Grading, street surfacing, curbs and gutters, sidewalks, cross-walks, culverts, bridges, water and sanitary and storm sewer lines, gas, electricity and other utilities, and other required features.
LOT
A parcel of land occupied or intended for occupancy by the building together with its accessory buildings, including open space for light and air as required by the zoning ordinance.
LOT — SPLIT
Any division of land into two or more parcels for the purpose, whether immediate or future, of transfer or of ownership, and which does not constitute a subdivision as herein defined.
MASTER PLAN
See comprehensive plan.
OPEN SPACE — PUBLIC
Land which may be dedicated or reserved for acquisition for general use by the public, including parks, recreation areas, school sites, community or public building sites, and other lands.
PLANNING COMMISSION
The Butler Planning Commission.
PLANNING COMMISSION REPRESENTATIVE
The City Administrator of the City of Butler in matters pertaining to the subdivision of land.
PLAT — FINAL
The final plat, plan, map, or drawing, and any accompanying material which is submitted to the planning commission for the final approval of a proposed subdivision.
PLAT — PRELIMINARY
The preliminary or tentative plat or plan, map or drawing on which the layout and design of a proposed subdivision is submitted to the planning commission for consideration and tentative approval.
REGULATIONS
The subdivision regulations of the City of Butler.
REPLAT
A final plan or drawing and any accompanying required data, the purpose of which is to re-subdivide lots, revise lot lines, easements or other features on a previously recorded subdivision plat, subject to administrative approval.
ROADWAY WIDTH or SURFACE WIDTH
That portion of any street designated for vehicular traffic and, where curbs are laid, that portion of the street between the curbs.
SIDEWALK
A walk for pedestrians at the side of a street.
STREET CLASSIFICATION
Streets and roads are classified by function according to relative importance, and design standards are related to functional classification. These classifications are as follows:
(1) 
ARTERIALMAJOR, PRIMARY OR PRINCIPAL — A street or highway primarily intended to provide for high volume, moderate speed and extended trip length traffic movement between major activity centers, with access to abutting property subordinate to major traffic movement.
(2) 
ARTERIALMINOR OR SECONDARY — A street which interconnects with and augments the major arterial system. The secondary arterial is primarily intended to provide for moderate volume, moderate speed, and short to moderate trip length while providing controlled access to abutting property.
(3) 
COLLECTORA street which collects and distributes traffic to and from local and arterial street systems. The collector is primarily intended to provide for low to moderate volume, low speed and short length trips while providing access to abutting property.
(4) 
CUL-DE-SAC or DEAD-END STREETA minor street with only one outlet.
(5) 
LOCALA street primarily providing direct access to abutting property and designed to accommodate low volume, low speed traffic.
(6) 
MARGINAL ACCESS STREET or SERVICE ROADA minor street which is parallel and adjacent to an arterial street and which provides access to abutting properties and protection from through traffic.
STREETS
The full width between the property lines bounding every way of whatever nature when any part thereof is open to use by the public as a matter or right, for vehicular traffic and whether designated as a street, highway, freeway, expressway, thoroughfare, parkway, through-way, road, avenue, boulevard, land place, circle, or however otherwise designated.
SUBDIVISION
The division of a parcel of land into two or more lots, or other divisions of land; it includes re-subdivision and, when appropriate to the context, relates to the process of subdividing or to the land or territory subdivided.
TECHNICAL PLAT COMMITTEE
A committee of the planning commission whose members shall be made up of three members of the planning commission, the City engineer, and the director of public works and utilities. Two additional members may be any licensed professionals in areas including, but not limited to, civil engineering, architecture, and land surveying.
THOROUGHFARE
A major street.
THOROUGHFARE — PRIMARY, SECONDARY
A major street so designated in the official thoroughfare plan.
THOROUGHFARE PLAN
The official plan of highways, primary and secondary thoroughfares, parkways and other major streets, including collector streets, adopted by the Butler Planning Commission, approved by the City Council, and duly recorded in the office of the county recorder of Bates County.
TRACT
A defined area of land.
ZONING ORDINANCE
The official zoning ordinance of the City of Butler.
