Pursuant to Chapter 89 of the Missouri Revised Statutes, there is hereby established a Planning Commission which shall also function as the Zoning Commission and shall be known as "The Planning and Zoning Commission".

A. 
The Planning and Zoning Commission shall consist of not more than fifteen nor less than seven members, including:
1. 
The Mayor, if the Mayor chooses to be a member;
2. 
A member of the Board of Aldermen selected by the Board of Aldermen, if the Board of Aldermen chooses to have a member serve on the Commission; and
3. 
Not more than fifteen nor less than five citizens appointed by the Mayor and approved by the Board of Aldermen.
B. 
The terms of the Mayor and Board member shall coincide with their elected terms.
C. 
All citizen members of the Commission shall serve without compensation.
D. 
The term of each of the citizen members shall be for four years, except that the terms of the citizen members first appointed shall be for varying periods so that succeeding terms will be staggered. Any vacancy in a membership shall be filled for the unexpired term by appointment as aforesaid.
E. 
The Board of Aldermen may remove any citizen member for cause stated in writing and after public hearing.
The Planning and Zoning Commission for the City of Moscow Mills shall function according to Chapter 89 of the Missouri Revised statutes and is established hereby under Chapter 89, Section 310, of the Missouri Revised Statutes. The Planning and Zoning Commission may establish rules and procedures concerning the conduct of its meetings as long as such are not in conflict with Chapter 89.
This ordinance shall become in full force and effect from and after its passage and approval.
